Level: 6

Location: One Heart Worldwide (OHW) Cluster Office Bardibas with frequent field visits

Purpose of the Position:

The Senior Monitoring, Evaluation and Learning Officer is responsible for the oversight of the monitoring, evaluation and learning-related work and will provide strategic information for planning and implementation of OHW’s Network of Safety for Women and Newborns in districts under Bardibas Cluster. He/she will visit program sites frequently to collect the required information and monitor various interventions.

Major Duties and Responsibilities:

  • Ensure timely and regular reporting from the districts, review reports, and provide the necessary feedback for the quality and complete reporting from the districts as per prescribed format
  • Prepare summary reports based on analysis of districts data and report on a monthly, quarterly, and annual basis
  • Track program progress against established standards, identify gaps on time, and communicate with concerned staff with possible solutions
  • Ensure proper implementation of the MEL system by PNGO.
  • Update, analyze and prepare reports about maternal and neonatal health services and mortality status of the program districts regularly 
  • Contribute to design and update OHW database/Management Information System (MIS) via online platform preferred google sheet and KOBO in close coordination with DMERL and district teams
  • Coordinate and work with concerned government offices to improve quality of service statistics and implementation of e-recording and e-reporting 
  • Conduct field visits for monitoring of OHW interventions and support district team for recording and reporting. 
  • Implement available measures including routine data quality assessment to ensure the quality of data.  
  • Support in program planning by providing high-quality data and information
  • Support in design and implementation of studies including baseline and end line
  • Support DMERL to implement and strengthen monitoring, evaluation, and learning system of OHW
  • Support to organize and conduct training and capacity building sessions on MEL and MIS for project and partner organizations staff
  • Document and share the lessons learned from field monitoring and analysis of data in order to progressively improve the quality of OHW interventions
  • Take leading responsibility for coordinating with Social Welfare Council in terms of facilitating Mid-term evaluation, Final Evaluation and fulfilling reporting requirements of the council as per signed MoU. 
  • Support DMERL for data digitalization particularly lead for Database design, field test and regular implementation (data collection) by using open-source software. 
  • Perform other program/MEL related duties assigned by supervisor and needed for the program

Job Specifications:

Academic qualification and work experience (minimum requirements): 

  • Master’s degree in public health with BPH or BN or Bsc. Nursing 
  • Minimum of two years of professional experience in a program monitoring, evaluation and learning after bachelor degree 

Skills and Abilities:

  • Excellent analytical skills and the ability to summarize information in a clear and concise manner
  • Excellent knowledge and skill on research design and implementation 
  • Excellent computer skills, including word processing, spreadsheet, GIS and statistical software like STATA or SPSS, and KOBO.
  • Ability to create organizational work plans based on mission, vision and goals
  • Strong organizational skills in order to balance competing priorities
  • Ability to work independently to efficiently meet deadlines
  • Strong interpersonal skills
