Support Nepal (SNP) invites qualified Nepali consulting firms, research institutions, or consortia to submit technical and financial proposals for the Local Economic Development (LED) Assessment, Policy and Plan Formulation in six municipalities in Nepal: Kepilasgadhi Rural Municipality (Khotang), Halesi Tuwachung Municipality (Khotang), Belaka Municipality (Udaypur), Sunkoshi Rural Municipality (Sindhuli), Hanuman Nagar Kankalini Municipality (Saptari), and Gadhi Rural Municipality (Sunsari).
The assignment will produce guideline-aligned local economic survey reports, LED policies and five-year plans, institutional documents, and practical LGPAS improvement support, with emphasis on municipal ownership, implementation feasibility, inclusion, and value for money.
Objective of the Consultancy
The consultancy will:
- Conduct participatory local economic surveys aligned with the LED Assessment Procedures, 2079.
- Formulate concise, implementable, and costed LED policies and five-year plans prioritizing high-potential value chains, tourism, micro-enterprises, and local economic infrastructure.
- Strengthen LED institutions by operationalizing Local Economic Dialogue Committees and clarifying implementation roles and coordination mechanisms.
- Integrate inclusive entrepreneurship and livelihoods approaches with explicit focus on women, youth, poor households, and marginalized groups.
- Provide practical backstopping so that municipal systems and evidence contribute to improved LGPAS performance.
Who Can Apply?
Proposals are invited from:
- Consulting firms, research institutions, or consortia registered in Nepal.
Offerors should demonstrate:
- Proven experience in local economic development, municipal planning, economic governance, or related local government advisory work in Nepal.
- Experience in at least two of the following areas: municipal economic surveys and diagnostics; enterprise or SME development; local governance and public finance; value chain or market systems analysis; tourism or local economic infrastructure planning.
- Strong experience in designing and facilitating participatory processes with local governments, private sector actors, cooperatives, and communities, including marginalized and hard-to-reach groups.
- Demonstrated expertise in GESI and poverty/exclusion analysis in Nepal, preferably in local governance, livelihoods, or enterprise development.
- Desirable: familiarity with LGPAS, SuTRA, LLRMIS, web-based municipal reporting systems, and conflict-sensitive local development practice.
Contents of the RFP
Interested Offerors should submit a concise RFP package of approximately 8–10 pages, excluding annexes, containing:
- Organizational profile and legal status.
- Relevant experience, including 3–5 similar assignments completed in the last 5–7 years.
- Brief technical response describing the proposed approach to LED assessment, policy and plan formulation, institutional strengthening, and LGPAS linkage.
- Indicative core team with short bios of key experts and their expected availability during the assignment period.
- Administrative details, including registration, PAN/VAT, tax clearance status, and contact person.
