RFP- For Development of the Dashboard for the Data collected in Survey CTO

1. Introduction

CBM under FAIDA project is using Survey CTO as a data collection tool to gather comprehensive information for program planning, monitoring, reporting and advocacy. The collected data includes indictors, disaggregated information that require systematic analysis and visualization for proper use by the project team, management and others while reporting and seeing the progress of the project. Currently the data available are raw and aare not adequately structured for easy interpretation and reporting. There is need to transform the collected data into a user friendly and interactive dashboard supporting FAIDA team to better analyse the data and support in understand the changes and report it. Such a Dashboard will support us to monitor trends, identify gaps, generate reports and make informed decisions. So, CBM intends to hire a qualified consultant/ firm to design, develop and operationalise an interactive dashboard system linked to Survey CTO data an aligned with organisational information needs.

The proposed activity “Developing the Dashboard for FAIDA project” is a supplementary work to the Survey CTO which will cater all the information and data gathered, the collected data need to transform into user friendly and actionable information through a well-designed dashboard and analytical system. This dashboard will give a visual representation enabling you to visualize the trends, monitor indicator updates, identify gaps and generate reports efficiently.

This dashboard can support real time analysis and improve coordination and status of the project and make the needed decisions. It will also help ensure that the data collected from the field is systematically organized and readily available for future planning and evaluation purposes. To meet the need of the project to better present the data, structure, visualization and accessibility consideration and database development, it is necessary to engage a qualified expert or firm. The Expert/ firm will support the design and development of an accessible and easy dashboard system aligned with the project objective, reporting needs and the indicators.

2. Purpose and Deliverables

The purpose of the consultancy is to develop an interactive and accessible dashboard system that enables effective visualisation, analysis, management and reporting of the collected data through Survey CTO. The purposes are:

  • To transform raw survey / collected data into meaningful and actionable visual information
  • To support evidence-based planning, monitoring of the project
  • To establish an efficient system for data reporting and management

3. Scope

The scope of this consultancy includes review of Survey CTO data, indicators, and designing the layout and user interface. Consultant/firm should also conduct following tasks:

  • Review and assessment of Survey CTO database, data structures, indicators and reporting requirements
  • Consult with project team to identify dashboard data needs and priorities
  • Clean and validate and organize the data collected
  • Establish the data categorization as discussed with team
  • Prepare the datasets for integration into the dashboard system.
  • Design dashboard in Power BI linking it with Survey CTO making it dynamic
  • Develop an interactive dashboard with visual charts, graphs, tables and summary of the indicators in Power BI and include expert/download function
  • Conduct testing and validation of the functionality of the dashboard and data accuracy
  • Orient the project team on the use and update the dashboard
  • Provide post development technical support and troubleshooting

4. Timeframe and duration

The assignment starts with the meeting with the team and A total of 7.5 working days is expected from a consulting firm or private consultant starting from the contract date:

5. Place/ location of service delivered

The development of the Dashboard can be done remotely starting with a physical meeting in CBM central office followed by virtual meetings.

6. Required Expert Profile

The consultant/firm should have the following team composition with minimum qualifications:

  • Bachelor's or master's degree in information technology, computer science, data science or information management or software engineering
  • Minimum 3-5 years of demonstrated experience of developing dashboard, data visualization and database management.
  • Proven experience working in Survey CTO, KOBO and Power BI and knowledge in linking these platforms
  • Experience in developing interactive dashboards using Power BI
  • Experience in incorporating accessibility and inclusive design and universal design
  • Previous working experience with I/NGOs, research projects and disability inclusion initiatives
  • Proven understanding of the Data security, privacy and backup systems.

7. Application and Payment

Applicants are requested to submit their financial proposal with details breakdown including all the logistic cost which may arises during the travel as mentioned in clause 5. Payments will be disbursed in the following instalments, contingent upon the submission and acceptance of the respective deliverables:

  • 30% of the total payment upon the submission and approval of the inception report
  • 40% of the total payment upon the submission of the draft report and presentation of findings
  • 30% of the total payment upon the submission and approval of the final deliverables.

If the Consultant fails to deliver the agreed upon services as per the ToR outlined in this agreement, CBM Nepal Country Office reserves the right to withhold any payment due under this agreement until such time as the services are satisfactorily delivered and approved by CBM Nepal Country Office Manager.

8.  Selection Criteria

A weighted evaluation approach will be adopted to select the consultant, with 80% weightage on technical proposal and 20% weightage to the financial proposal. Only consultants or firms meeting the minimum requirements will proceed to the detailed assessment. Proposals that meet the technical criteria will be considered for the financial evaluation. The final selection will be based on the combined scores of both the technical and financial proposals.

Experience of the bidding firm/ consultant (30%)

  • Experience in dashboard development, data visualisation database management
  • Experience working with survey CTO

Technical expertise and Dashboard development and visualisation skill (30%)

  • Understanding of the assignment, technical approach and methodology and workplan
  • Ability to develop interactive dashboard using Power BI and linking it with Survey CTO

Qualification and competency of team and experience in accessibility and inclusive design (20%)

  • Understanding of the accessibility standards and disability inclusive digital design principles
  • Educational background, technical competencies and expertise of assigned individual.

Financial Proposal (20%)

  • Showing clear and cost-effective budget
  • Detailed cost breakdown
  • Any other needed details for the given task

Technical Proposal

Financial Proposal

  • Proposed budget in Nepali rupees in MS Excel format along with a budget -breakdown and narrative explaining all proposed cost.
  • The budget should include all the labour fees (consultancy fees) and other relevant costs (communications, printing and stationery, meeting/consultations charges, travel, food and accommodation, insurance and other administrative costs (if required). The proposed budget should be inclusive of all taxes.
