International Nepal Fellowship (INF) Nepal is a non-governmental organization established in 1952 and has been providing health and development services to poor and disadvantaged communities in Nepal. INF Nepal is currently implementing health and community development programmes in Gandaki, Lumbini, Karnali, and Sudurpashchim Provinces of Nepal.

INF Nepal hereby invites Technical and Financial Proposals from eligible and experienced consultancy firms to undertake the Baseline Survey of the Community Health and Development (CHD) Programme Strategy Plan of INF Nepal.

The selection of the consultancy firm shall be carried out in accordance with the evaluation and selection procedures specified in the Bid document and Terms of Reference (ToR).

Other terms and conditions are:

1. Proposal Submission Method: The consultancy firm shall submit hardcopy of the Technical Proposal and Financial Proposal in two separate sealed envelopes, clearly marked as “Technical Proposal” and “Financial Proposal”. Both envelopes shall be enclosed in one outer sealed envelope. 
2. Proposal submission Deadline: The proposals shall be submitted no later than 3:00 PM on Thursday, 01 October 2026.
3. Bid document and ToR: The Bid document and Terms of Reference (ToR), including the eligibility requirements (copies of the firm registration, latest tax clearance, VAT/PAN registration, self-declaration, experience, CV and certificate of led consultant are require to submit), submission instructions, evaluation criteria and terms and conditions, can be downloaded from the link provided below. 
4. Documents Required with Technical Proposal: The consultancy firm shall submit all mandatory and supporting documents specified in the Bid document and ToR along with the Technical Proposal. Failure to submit the required valid documents may result in the proposal being declared non-responsive. 
5. Financial Proposal: The Financial Proposal shall include all applicable taxes, professional fees and other administrative costs as specified in the Bid document and ToR for completion of the assignment. 
6. Late and Non-responsive Proposals: Proposals received after the prescribed submission deadline and/or proposals that do not comply with the mandatory requirements of the Bid document shall not be considered for evaluation. 
7. Right to accept or Reject: INF Nepal reserves the right to accept or reject any or all proposals and/or cancel the procurement process at any stage without assigning any reason. No claim or compensation shall be entertained in this regard.
