1. Background
Habitat for Humanity International Nepal (Habitat Nepal)
Established in 1997, Habitat for Humanity International Nepal (hereafter Habitat Nepal) has partnered with 200,000+ families in the Central, Eastern and Western regions to build strength, stability and self-reliance through shelter. A total of 7,673 houses have been constructed, with 4,896 in the Central region, 2,302 in the East, and 475 in the West. Its mission is to provide adequate and affordable housing to vulnerable populations by collaborating with local communities and the government. Focused efforts target ten districts in Koshi, Madhesh, and Sudurpaschim provinces.
An estimated 1.5 million families, representing approximately 25% of Nepal's households, face landlessness, with one million belonging to Dalit and lower caste communities. Nepal's annual housing demand stands at 136,000 units, yet current production only meets 102,000 units annually, resulting in a deficit of 34,000 units. Urban areas require 40,000 housing units per year, highlighting a critical shortage. Nepal Census 2021 data reveals that nearly half of Nepal's population resides in inadequate housing conditions, with approximately 10% of urban dwellers being "landless squatters”. Despite comprehensive policy provisions outlined in Nepal's Constitution and various policies, implementation gaps pertaining to housing and land rights persist. In response, Habitat Nepal has developed an integrated country strategy that entails solidarity actions with stakeholders ranging from market system actors to governments to ensure adequate housing, implement innovative and sustainable housing technologies to contribute towards climate justice and drive evidence-based policy advocacy and financial inclusion initiatives to address systemic challenges and advance sustainable and resilient housing for marginalized communities and low-income families in Nepal.

2. Application Requirements
Habitat Nepal invites interested firms, organizations or individuals to submit the following documents by 13 May 2025.
- Expression of interest outlining how the consultancy team meets the qualifications required for the assignment and their understanding of the TOR.
- Signed and stamped copy of financial proposal in a separate file with details of all relevant costs including but not limited to fees, travel, transport, accommodation and all applicable taxes.
- Company Registration Certificate.
- VAT Registration Certificate.
- Latest Tax Clearance Certificate.
- In the case of an individual applicant, copy of Nepali citizenship certificate and copy of PAN Certificate is required.
- As required by Habitat Nepal’s Safeguarding Standards, all individuals involved in this assignment need to submit criminal background check (Police Report) to be eligible for assignments.
