1. Background

Social Entrepreneurs Women Alliance Nepal (SEWA Nepal) is a national-level network organization of women social entrepreneurs working to improve sustainable livelihoods of women, smallholder farmers, and marginalized communities through agriculture and livestock-based Social Entrepreneur women Cooperative.

SEWA Nepal has partially constructed (Ground Floor Clear, Second Floor 75% work is done and Top Floor we are training to make Training Hall and Office Room) a building aiming to establish a Resource Center and Koseli Ghar to promote native local products, foster market promotion of member’s produces, and conduct residential training. For this purpose, SEWA Nepal invites proposals from qualified consulting firms or individual consultants for the preparation of a Detailed Project Report/ Plan (DPR).

2. Objective of the Assignment

The main objective is to prepare a comprehensive DPR for the establishment and operationalization of:

Resource Center and Koseli Ghar (Product Display and Sales Center)

3. Scope of Work

The consultant/firm will be responsible for:

A. Situational Analysis: Assessment of existing infrastructure and resources. 

B. Technical (Architectural/ Interior) Design: Conceptual design of Resource Center and Koseli Ghar, Layout planning, space utilization, and functional design, Infrastructure requirements (furniture, equipment, ICT, etc.)

C. Financial Analysis: Estimated cost of construction/setup, Operational cost and revenue projections, financial viability and sustainability analysis

D. Review and incorporate information from the existing business plan of SEWA Nepal.

E. Implementation Plan: Work plan with timeline, Risk analysis and mitigation strategies

F. Environmental and Social Considerations: Environmental impact considerations Inclusion of women and marginalized groups

4. Deliverables

• Inception Report
• Draft DPR Report
• Final DPR Report (incorporating feedback)
• Presentation to SEWA Nepal/Heifer team

5. Duration of the Assignment

The assignment is expected to be completed within 30 days of the date of contract signing.

6. Eligibility Criteria

Interested firms/consultants must meet the following requirements:

A. Fulfill of Vender registration form.

B. Legal Company/Firm Status (Valid Registration Certificate, VAT/PAN/ Tax Clearance, License/work permit for particular work / Other Valid Document’s)

C. Minimum Bachelor’s degree in relevant field (Master’s preferred)

D. At least 3 years of experience in project planning/DPR preparation

E. Proven experience in similar assignments (Resource Centers, Market Centers, or Business Development Projects)

F. Strong understanding of cooperative sectors and rural enterprises.

G. Excellent report writing and analytical skills

B. Financial Proposal

• Detailed cost breakdown (consultancy fee, travel, logistics, etc.)

8. Evaluation Criteria

• Technical Proposal: 70%

Financial Proposal:

• Detailed budget breakdown
• Company/Firm Profile
• Portfolio (links to previous work)
• Financial Proposal: 30%
