Background:
CARE is an international humanitarian organization working in over 100 countries to eradicate poverty and social injustice. In Nepal, CARE has been implementing inclusive and sustainable development programs since 1978, with a focus on empowering vulnerable communities, especially women and marginalized groups.
CARE Nepal’s System Orchestration Initiative : CARE’s System Orchestration Initiative emphasizes the role of CARE COs in convening, supporting, and partnering with multiple local actors and diverse stakeholders – such as government, civil society, private sectors, development partners, and .implemented, and paid for by local system actors through systems integration that ensures sustained impact on people’s lives. In June 2022, CARE-USA Impact at Scale team initiated a Systems Orchestration and Model Country Office (CO) transformation effort with CARE Nepal, supporting the CARE Nepal team to develop a Systems Orchestration Strategy (SOS) for scaling Farmer Field and Business School (FFBS) programs. The aim was to guide the country team in transitioning from being a mere funder and implementer to achieving full ownership and operation of FFBS programs by local system actors within the country.
Objective of the Consultancy
CARE Nepal is seeking a qualified and eligible candidate to support this initiative to undertake systematic coordination and collaboration with the partner agency and government stakeholders across local, provincial, and federal levels and ensure robust technical support to the actors for institutionalizing SOS approach to drive FFBS model in selected municipalities of Nepal. The primary objective of this consultancy is to lead, manage, and facilitate the implementation of the SOS initiative, ensuring effective coordination.
Key Responsibilities
The consultant will:
- Lead planning, coordination, and implementation of the SOS initiative
- Facilitate policy dialogue and endorsement of FFBS SOS directives at federal and sub-national levels
- Coordinate with government agencies, private sector actors, CSOs, and partners
- Provide technical assistance and capacity-building support to stakeholders
- Strengthen multi-level coordination mechanisms and stakeholder engagement
- Support advocacy for resource allocation and integration of FFBS into government plans and budgets
- Oversee monitoring, documentation, reporting, and knowledge product development
- Support municipal-level implementation, scaling, and operationalization of SOS mechanisms
Duration and Level of Effort
- Duration: Approximately 6 months (June to November 2026)
- Level of Effort: 46 working days
