1. Context and Background

Habitat for Humanity International Nepal (Habitat Nepal) is an international non-governmental organization that is driven by the vision that everyone deserves a decent place to live. In Nepal, we address housing needs of low-income families through our partnership with homeowners, duty bearers, civil society, financial institutions, academia and relevant stakeholders.  The organization serves families and communities that are at the bottom of the pyramid, by promoting greener, affordable and disaster resilient solutions and technologies for safe housing construction, advocating for land tenure security and joint land titles, and empowering communities at the risk of climate related disasters to apply local knowledge and practices for nature-based solutions. Through decent and adequate housing, we support families build strength, stability, and self-reliance.

In response to various disasters in Nepal, Habitat Nepal has utilized its expertise in shelter interventions and provision of Non-Food Item (NFI) kits. Through its "pathways to permanence" approach, Habitat Nepal supports families affected by disasters from initial response to recovery, employing various shelter designs and program approaches for these interventions.

Habitat Nepal is committed to enhancing the quality and standards of its interventions. To this end, the organization is dedicated to enhancing the capacity of its national staff through emergency response training.

Given the ongoing priority of disaster risk reduction and response in Nepal and the region, Habitat Nepal recognizes the need to strengthen its staff's knowledge and to implement response activities effectively in emergency situations related to shelter and housing. As such, the organization is seeking to bolster its expertise in this sector.

The Emergency Response Training aims to enhance the capacity of Habitat Nepal staff in disaster risk reduction and response, deepening their understanding of emergency response and its mechanisms. This training will enable participants to increase their understanding of the importance of emergency response, the various stages of disaster response, key issues and challenges, as well as the risks associated with emergency response in different geographical areas of Nepal. Participants will also learn about mitigative measures to ensure effective response. Ultimately, the training will empower participants to make informed decisions in their shelter and housing programs.

2. Scope of the Study 

2.1 Objective

The objective of the Habitat Nepal’s Climate Justice and Disaster Risk Reduction Program is to enhance the capacity of Habitat Nepal staff in designing and implementing response programs. Given that disasters contribute significantly to the housing deficit in Nepal, which is on the rise, Habitat Nepal is adopting the "Pathway to Permanence" approach, which prioritizes land and housing to foster strength, stability, self-resilience, and shelter security at all times. The program has integrated climate justice, disaster risk reduction, and response into its country priorities, program frameworks, project plans, and day-to-day operations. The project consists of two interconnected components: training and integration.

2.2 Scope of Work: Develop a basic Emergency response training package (Manual, training facilitation and report) that highlights.

2.3 Methodological and approach 

The consultant must contextualize the emergency response into national and local context so that to develop the three to four days training manual in close consultation with Habitat Nepal Team at national and field level before organizing/facilitating training. 

  • Understanding of emergency response at global, national level and local level.
  • Development of three to four days training manual. 
  • Three four days in person training and reporting.

3. Risks Management, Ethical Protocols and Quality Assurance

3.1 Risk Management: Bidders should submit a risk management plan covering:

  • Estimates of the level of risk and the assumptions underpinning the successful completion of the proposals submitted and the anticipated challenges that might be faced.
  • Proposed contingency plans that the bidder will put in place to mitigate against any occurrence of each of the identified risks.
  • Health and safety issues and measure against health and other hazards.

3.2 Ethical Protocols: This event must consider the safety of participants in Emergency response training stages, recruitment and training and report writing. Please note, at a minimum, the proposed approach should comply with national and international good practice with regards to training ethics and protocols particularly with regards to safeguarding of vulnerable groups.

3.3 Quality Assurance Plan: Please submit a quality assurance plan that sets out the systems and processes for quality assuring the training process and deliverables from start to finish of the project. This plan should include the proposed approaches to:

  • Understanding of global,national, and localcontext of Emergency response in shelter sector.
  • Emergency Response training organization/facilitation. 
  • Training: Manual, Presentation, and report.

4. Target audience of the training manual and training 

The target audience for emergency response training manual and training is Habitat Nepal staffs.

The proposed activities will be completed and finalized before the 2nd week of May 2024. The training manual should be submitted and finalized within the two weeks of contact (before training) and   final training report must be finalized before 3rdweek of May 2024 in English.

7. Management and governance

The consultant will be expected to submit the training manual and reports to the Habitat Nepal and attend all meetings as agreed with the HFHN. The team will be required to submit the update and progress reports to the DR3 units.

8. Expertise required and minimum qualification 

The proposed consultant should include the technical expertise and practical experience required to deliver the scope of work and outputs with regards to:

  • Having knowledge and prior experience in facilitating emergency response trainings 
  • Having practical knowledge and experience in working with I/NGOs for humanitarian response 
  • Having experience in shelter response and tools
  • Having experience in conducting / facilitating in emergency response with Nepal context.

10. Ethical Protocols

Throughout the assignment engagements, the service providers are expected to adhere to Habitat Nepal’s code of conduct including the safeguarding policy ensuring that all measures are taken to protect the rights, safety, and welfare of the individuals and communities involved.

The service provider should guarantee that the analysis is technically accurate and reliable and is conducted in a transparent and impartial manner. All products resulting from this analysis will be owned by Habitat. The service provider will not be allowed, without prior authorization in writing, to present any of the results or use any product resulting from the analysis as his or her own or for private publication purposes.

11. Instructions to complete and submit Proposal. 

Interested firms/individual should submit their Technical and Financial Proposal including testimonials/certificates, in case of firm (a copy of organization/institution registration certificate, PAN/VAT registration document, tax clearance certificate).

Please write Emergency Response Training in the subject line of the email or on the envelope and submit the proposal no later than 5:00 pm, 31st March 2024. Those firms/individuals interested to submit their proposal (Technical and Financial) either in soft copy in procurement@habitatnepal.org or in hardcopies at Habitat for Humanity International- Nepal, Dhobight Lalitpur-3, Nepal addressing to the Procurement Department, Habitat for Humanity Nepal (ER training).
