Request for Bid for Political Economy Analysis of Solid Waste Management Guideline and Draft Solid Waste Management Guideline Development 

1. About CREASION

Center for Research and Sustainable Development Nepal (CREASION) is a not-for-profit organization that was established in 2005. Since it was founded, CREASION has been a leader in environmental protection in Nepal through recycling, research, emergency response, grassroots and circular economy related interventions. CREASION also houses innovative, impact-based projects as well as a learning center for youth. The organization is centered around three thematic areas: Environmental Sustainability, Youth Empowerment, and Emergency Disaster Response. 

2. About the Project 

Green Shift: Circularity of Plastic Waste for Net-Zero Carbon Nepal (Green Shift Nepal) project is funded by the European Union to promote a just transition to a circular economy. Green Shift Nepal is a four-year project that will be implemented in nine municipalities – three in each of Bagmati, Madhesh, and Lumbini provinces. The project implementation is led by CREASION through the consortium partners Restless Development, and Youth Innovation Lab (YI-LAB). Green Shift Nepal works with waste enterprises, SMEs, CSOs of waste workers, youths, school children, and three tiers of government in the promotion of a circular economy of plastics. The project intends to: build the capacity of waste enterprises to improve their plastic waste collection efficiency; support SMEs for the promotion of plastic alternative products and packaging; work with school children in generating knowledge and awareness; engage youths in leading advocacy and awareness campaigns; and enhance the capacity of three tiers of government for inclusive and evidence-based policies through active involvement of youths and CSOs of waste workers to move towards the circularity of plastics. 

Objectives:

We require bids for the following assignment:

  1. Political Economic Analysis for Solid Waste Management (SWM) Guidelines
  2. Legal Review and Drafting Support to the Solid Waste Management (SWM) Guidelines

Scope of Assignment

This Request for Bids covers two separate consultancy assignments, each governed by its own detailed Terms of Reference (ToR) as outlined above. Interested firms may bid for one or both assignments.

Detailed ToRs, including background, objectives, scope of work, deliverables, and required qualifications for each assignment, are available as Annex I (Political Economic Analysis for SWM Guidelines) and Annex II (Legal Review and Drafting Support to SWM Guidelines).

4. Submission Criteria

A cumulative analysis approach will be used to evaluate and award proposals. The table below highlights the selection criteria:

5. Submission Details

The proposal should be divided into three categories:

Section 1: Technical Proposal 

  • This section should clearly highlight the methodological approach adopted for the assignment
  • This section should also highlight a detailed work plan based on the deliverables highlighted in the TOR

Section 2: Qualification of the firm 

  • This section should highlight at least 3 similar consulting works carried out by the firm,
  • Prior experience of working in the field of plastic waste management and circular economy will be an added advantage.  
  • Qualification of the key personnel that will be involved in this project (at least three CVs to be attached to this section)

Section 3: Financial Proposal 

  • This section should include a detailed budget for the outlined assignment, 
  • The proposal should include human resource costs, travel costs, meeting costs, and any other costs relevant to the assignment. 
  • Updated legal documents
