VACANCY ANNOUNCEMENT

RTI International, the International Education Division is currently accepting applications for a Regional Managers (four positions) to support the Early Grade Reading Program (EGRP), a USAID-funded five-year program to improve early grade reading in Nepal. This is a full-time positions. The 5-year program will work closely with and support the Government of Nepal’s design and initial implementation of a national education model that standardizes early grade reading in public schools.  These Positionsare based in four districts namely Pokhara (Kaski), Nepalgunj (Banke), Dhangadhi (Kailali) and Biratnagar (Morang) with expected travel to other target districts across Nepal. 

The Regional Managers will oversee implementation of program activities at the regional level, manage program systems and procedures, provide financial oversight of regional bank accounts, support technical implementation and activities when needed and supervise all staff in their regional office. H/She will be responsible to liaison with government counterparts and other stakeholders to foster good working relationships at the regional level and with the regional offices of the MOE. Liaison with district level offices and manage District Coordinators. H/She works closely with the CTA to assure technical and operational management and quality control.  

PRIMARY RESPONSIBILITIES:

  • Manage the regional office and staff, including setting up office systems, supervising technical and support staff and manage financial and accounting systems while working closely with the Kathmandu program office.
  • Monitor the overall operational and technical quality and completion of program deliverables.
  • Oversee and coordinate regionally-based key stakeholder meetings to ensure effective 
  • integration of program activities into target districts and close collaboration with community counterparts. 
  • Responsible for the accuracy of regional program timelines, tasks, milestones, resource requirements, costs, risks and execution.
  • Manage District Coordinators in regions. Liaising with district teams to ensure work is progressing as planned and on schedule. 
  • Contribute to the program Annual Work Planning, quarterly reporting, monitoring and evaluation and other reporting needs as requested.
  • Support portfolio managers in the definition and execution of program activities and the development of plans, schedules, budgets and deliverables. 
  • Monitor and review program budget and expenditures, financial forecasts, working with partners to ensure compliance with corporate and client regulations. 
  • Review deliverables invoicing and staff sold time for accuracy and timeliness. 
  • Collaborate with Chief Technical Advisor to identify and manage risks and actively participate in the resolution of performance issues with program staff and sub-contractors.
  • Regularly confer with partners to get performance feedback and to resolve problems or issues should they arise.
  • Perform other program duties as assigned.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Master’s degree in  public administration, business administration or social science with 6 years of experience or Bachelor’s Degree in public administration, business administration or social science with 10 years of experience.
  • At least 6 years of experience managing staff, budgets, and logistics to coordinate a large-scale program, preferably in the education sector. 
  • Demonstrated experience in program management, human resources and/or financial administration of programs.
  • Experience managing international donor programs and USAID experience highly desirable.
  • Superior integrity, work habits, organizational skills, and ability to meet deadlines.
  • Fluent in Nepali and fluency in English language desirable. 
  • Excellent computer skills including Word, Excel, Access, and QuickBooks.
