CRS is an international NGO based in the United States that works in over 100 countries to promote human development by responding to major emergencies, fighting diseases, poverty, and nurturing peaceful and just societies. CRS started its operational presence in Nepal in response to the 2015 earthquake, providing immediate emergency response in multiple districts and earthquake recovery support. CRS Nepal has been coordinating the reconstruction through the leadership of the National Housing and Settlements Resiliency Platform (NHSRP), formally known as Housing Recovery and Reconstruction Platform (HRRP) since March 2017 to provide technical and information management support to relevant national, provincial and local governments. Similarly, CRS expanded its programming to other disasters responses (Lamjung, Jajarkot) in country as well as other sectors, namely Livelihoods, DRR and Climate Change. CRS Nepal is also implementing a USAID-financed livelihood technical assistance program, Farmer to Farmer (F2F), in Bagmati, Lumbini, Karnali and Sudurpaschim Provinces.

CRS Nepal has been implementing multi-sector emergency response and recovery (earthquake, monsoon and COVID) programs in the affected districts and communities of Nepal. CRS Nepal is also implementing a USAID-financed livelihood technical assistance program, Farmer to Farmer (F2F), in Bagmati Province, Lumbini Province, Karnali Province and Sudurpaschim Province. Similarly, CRS Nepal has been coordinating the reconstruction through the leadership of the National/Nepal Housing and Settlements Resiliency Platform (NHSRP), previously known as Housing Recovery and Reconstruction Platform (HRRP) since March 2017 to provide technical and information management support to relevant national, provincial and local governments.

CRS Nepal Invites applications from eligible and interested candidates for the following position:

Project Officer-MEAL (1 Position- Based in Lalitpur): As a member of the NHSRP project team, you will monitor and report on all project activities in support of CRS’ work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that CRS and partners consistently applies best practices – focused on data-informed decision-making - and constantly works towards improving the impact of its benefits to those we serve.

Job Responsibilities: 

  • Support the coordination and implementation of all assigned project MEAL activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards; MEAL policies, procedures and good practices; donor MEAL requirements; and industry good practice. 
  • Monitor and report any MEAL related challenges and gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences. 
  • Lead the roll out and implementation of the project’s feedback mechanism. Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the feedback mechanism. 
  • Support field level project MEAL activities (including digital data collection in CommCare and Online Dashboard data-base management) and assist partners in their efforts to collect and ensure timely analysis of project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare MEAL related aspects of reports per established reporting schedule. 
  • Collect information on staff MEAL capacity needs and technical assistance needs of partner organizations, and monitor MEAL capacity building and technical support activities to ensure effective impact. 
  • Complete project documentation for assigned MEAL activities. Assist in identifying information for case studies and reports on promising practices. 
  • Support program learning and decision making by posing thoughtful questions, engaging with project data, and reflecting on and sharing with project management the information gathered from community members and partners.

Basic Qualifications 

  • Bachelor’s degree in International Development, Economics, Statistics, or a related field is required.
  • Experience in the field of MEAL for minimum of 2 years in a similar role is required. 
  • Experience in participatory action planning and community engagement is required. 
  • Experience monitoring projects and collecting relevant data is required. 
  • Experience using MS Office (Excel, Word, PowerPoint) is required.

Preferred Qualifications: 

  • Experience working in MEAL for an International NGO is a plus. 
  • Experience in Information Communication Technologies (ICT) for Development (ICT4D) using CommCare software is a plus. 
  • Experience in project support in other sectors is a plus.
  • Candidates with GESI diversity is a plus, including gender (female, other); marginalized groups; persons with disability; and, origin from geographically marginalized location is a plus.
  • Local expertise w/ permanent address in project district and local language competency is a plus.
