CRS is an international NGO based in the United States that works in over 100 countries to promote human development by responding to major emergencies, fighting diseases, poverty, and nurturing peaceful and just societies. CRS started its operational presence in Nepal in response to the 2015 earthquake, providing immediate emergency response in multiple districts and earthquake recovery support. CRS Nepal has been coordinating the reconstruction through the leadership of the National Housing and Settlements Resiliency Platform (NHSRP), formally known as Housing Recovery and Reconstruction Platform (HRRP) since March 2017 to provide technical and information management support to relevant national, provincial and local governments. Similarly, CRS expanded its programming to other disasters responses (Lamjung, Jajarkot) in country as well as other sectors, namely Livelihoods, DRR and Climate Change. CRS Nepal is also implementing a USAID-financed livelihood technical assistance program, Farmer to Farmer (F2F), in Bagmati, Lumbini, Karnali and Sudurpaschim Provinces.

Job Description

CRS Nepal has been implementing emergency multi-sector response and recovery (earthquake, monsoon and COVID) programs in Gorkha, Okuldunga, Kavre, Lamjung, Makwanpur, Tanahu, Chitwan, and Palpa districts. CRS is also implementing a USAID-financed livelihood technical assistance program, Farmer to Farmer (F2F), in Bagmati Province, Province 5, Karnali Province and Sudurpaschim Province. Since March 2017, CRS-led Housing Recovery and Reconstruction Platform (HRRP) provides technical and information management support to relevant national, provincial and local governments across 32 earthquake-affected districts.

COVID Emergency Response and Recovery (CERRP): 

a) Project Manager (1 Position-Based in Palpa)- FEMALE ONLY:

You will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders towards the achievement of the COVID-19 Emergency Response and Recovery Project (CERRP) project objectives, advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your project management skills and knowledge of the program area will ensure that the CRS Nepal Country Program (CP) delivers high-quality programming and continuously works towards improving the impact of this project.

Job Responsibilities:

  • Lead technical, budget management, monitoring and reporting activities in line with CRS program quality principles and standards, donor requirements, and good practices. 
  • Effectively manage talent and supervise the CERRP team. This will also require managing team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff as applicable, and complete performance management for direct reports.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues, report them to inform adjustments to plans and implementation schedules. 
  • Engage and strengthen partnerships relevant to CERRP, applying appropriate application of partnership concepts, tools and approaches. Lead monitoring of partners identify areas where additional institutional capacity strengthening may be appropriate and ensure strong oversight of partner financial and program management and accountability to beneficiaries.
  • Represent the organization with donors, INGO working groups, UN, relevant local partners and relevant local government and community actors for COVID response and recovery, Livelihoods, Shelter, IM and DRR programming.
  • Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use. 
  • Identify staff capacity and technical assistance needs of partner organizations and contribute to capacity strengthening / required interventions to support quality project implementation. 
  • Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.

Basic Qualification and Experience

  • Master’s Degree in Rural Development, Engineering, Agriculture, Environmental Science or a related field required. 
  • Minimum of 5 years of field-based work experience in a program/project management position with an international NGO, with preferably at least 2-3 years working in multi-sector project implementation. 
  • Experience with a consortium and partnership approach with strong capacity building skills.
  • Familiarity with policies, procedures, and priorities of CRS and/or Caritas preferred.
  • Experience working with local government stakeholders at various levels and strengthening community partnerships.

Preferred Qualifications:

  • Staff supervision experience.
  • Experience in implementation of community focused agriculture/livelihoods and DRR activities preferred.
  • Ability to contribute to the development of technical proposals, a plus.
  • Experience analyzing data and contributing to evaluation reports. 
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience with CRS policies and procedures, including partnership approaches, preferred.
