Empowering Rural Communities in Nepal through an Integrated Approach to Health and Income Growth Project (ERCN Project)

I. General Information

Job Title: Project Field Coordinator (PFC)

Sector of Assignment: Rural development, community development, agricultural and non-agricultural income generation, cooperative development, micro-enterprise development, health promotion, community health volunteer, capacity-building, school health promotion

Country: Nepal

Duty Station (city): Manekharka ORC or separate office in the community

Project Site: Manekharka, Sindhupalchok

Duration of Assignment: 1 year (extendable based on performance & project duration)

II. Supervision

Title of Supervisor: Project Manager (PM)

Content and Methodology of Supervision: 

Project Coordinator will be based on the project sites of ERCN project and will mainly be responsible to support overall project including planning, implementing, monitoring and coordinating for social mobilization and networking such as operation of committees, etc

He/she will work closely with the Project management office and other thematic team in the office and be supervised on a daily and weekly basis through individual and group meetings upon the needs.

He/she will be responsible for the project planning and implementation and monitoring project progress and implementation as well as coordination for the operation. He/she may expect to work under complex and challenging environment within limited resources.

III. Duties, Responsibilities and Output Expectations

1. Program Planning and Implementation

  • Assist the Project management office and the teams as well as implementing partners (IPs) for designing annual plan, quarterly and monthly plan and provide technical assistance for smoothly implementation of activities based on the approved plans.
  • Ensure IPs to implement the Project activities and to deliver the Project intervention as well as financial disbursement according to the plans 
  • Develop annual work plan of the project site; and update the implementing progress against the plan
  • Under the guidance of Project Management Office and other thematic teams, provide technical guidance to implementing team including IPs to ensure quality on delivery of project's intervention.
  • Lead the required project site assessment upon needs, and ensure regular updates of the project related information from relevant government bodies and working community and the use of the information at the time of project regular planning

2. Coordination and Communication

  • Coordinate with local level stakeholders including the concerned government bodies, IPs, and other like-minded organization while planning, implementing and monitoring the project.
  • Coordinate and communicate with IPs for smooth and effective planning and implementing the project's intervention.
  • Ensure proper communication, coordination and harmonization with different stakeholders related to project.
  • Support the IPs for proper coordination and communication among them, stakeholders, beneficiaries while planning and implementing the project, especially for the integrated components of the Project
  • Plan and execute coordination meetings (CDC and LC etc.) for harmonization of project and the Project intervention.

3. Monitoring, Evaluation and Reporting

  • Ensure timely preparation of progress reports (weekly, monthly, quarterly, and annual) from IPs and the project site office
  • Provide technical guidance to IPs for preparing quality reports, analyze and submit to the Project management office as per the reporting timeline.
  • Provide information, progress data and other required information of project to the Project management office as requested by thematic departments and work closely with the Project management Office for timely submission of project information
  • Ensure timely preparation and submission of project related documents, key deliverables and reports from IPs and the project site office
  • Assist to collect case stories, best practices, lesson learn; and capture that information in timely reporting system
  • Plan and execute joint monitoring visit in the project location ensuring the participation of stakeholders, IPs, beneficiaries and others
  • Ensure to maintain accountability and credibility in project delivery.
  • Visit the communities regularly to backstop and monitoring the project's interventions.
  • Provide support on assessment, research, studies and monitoring & evaluation related activities planned and commissioned by the Project Management Office

4. General Functions

  • Work as a representative of the Project in the project site.
  • Ensure proper documentation of administrative and financial related task in compliance with KOICA policy, guideline and manuals.
  • Maintain healthy coordination and communication among implementing team, IPs, like-minded organizations, stakeholders and others in district and working areas.
  • Work closely with the Project Management Office for effective planning, designing and implementing the Project for effective results.

IV. QUALIFICATIONS and REQUIREMENTS

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

1. Education:

  • Advanced degree in rural development, community development or international development, social sciences or any other relevant field;
  • The required education degree may be substituted by extensive professional experience involving similar work responsibilities and/or additional training certificates in relevant domains.

2. Experience:

  • The candidate should have at least 3 years’ experience in community development preferably with livelihood development and health promotion in rural Nepal, 
  • Proven ability to develop work plan, community and policy analysis on relevant sectors of the Project;
  • Sound understanding of the sustainable livelihood development approaches and health promotion activities;
  • Experience in working with local government or NGOs on rural and community development activities;
  • Excellent communication and interpersonal skills to be able to carry out capacity building for all stakeholders;
  • Experience and knowledge of policies and procedures from bi-lateral aid organizations, especially KOICA, will be an asset.

3. Language:

  • Proficiency in written and spoken English and Nepali.
  • Ability to speak Tamang will be an asset.

4. Skills:

  • Microsoft office (including Microsoft Word, PowerPoint, Excel)

V. Background Information

Limited access to healthcare services and lack of income source results in low quality of life of people living in the project sites: Manekharka and Hindi in Sindhupalchowk district, Salambu in Kavre district and Puttar in Tanahun district.

Dhulikhel Hospital of Kathmandu University has established 21 outreach centers (ORCs) in rural areas across the country including the project sites, and dispatched medical and paramedical staffs. In addition, Dhulikhel Hospital also has launched the community development programs promoting income growth activities in addition to the provision of basic healthcare services through ORCs, so that community people can fully enjoy the provided services. These efforts are recognized as a new approach of rural development.

In recognition of this effort, Korea International Cooperation Agency (KOICA) has launched a new project titled “Empowering Rural Communities in Nepal Through an Integrated Approach to Health and Income Growth” by signing a Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Korea and the Ministry of Finance of the Government of Nepal to support Dhulikhel Hospital with its development experience and expertise.

The Project aims to achieve well-being and improved quality of life in rural community as result of strengthened capacity for community development through integrated approach to health and income growth. Main components of project implementation includes: developing a Master Plan to operate outreach centers; workshops with relevant partners for community need assessment and knowledge sharing; capacity building of healthcare personnel, community leaders and members; supporting  income generation of community people by cash cropping and other relevant activities; managing and evaluating progress and performance of the project; supporting construction of agricultural infrastructure and health facilities in the project sites.

Setting health, education, governance, agriculture and rural development and technology, environment and energy as priority sectors, KOICA delivers grant-based programs through its development projects, international volunteer and fellowship programs, emergency relief provision, multilateral cooperation, etc. At present KOICA operates 44country offices around the globe.

KOICA Nepal Office has started its operation in Nepal since 1995 to maximize the effectiveness of Korea's grant aid programs for developing countries by implementing the government's grant aid and technical cooperation programs.

2. KOICA “Empowering Rural Communities in Nepal through an Integrated Approach to Health and Income Growth” Project Office

The Project office has established in March 2021 and members are consisted of international and national specialists in project management, health and agriculture of Korea Institute for Development Strategy (KDS) and Yonsei Global Health Center (YGHC)

Dhulikhel Hospital of Kathmandu University is the partner agency for the Project.
