Matrix Reporting: Technical Coordinator, Oxfam in Nepal (Program Unit)

Position Location: RDC Nepal, Head Office, Chandrapur, Rautahat

Travel Requirement: Field- 60% and Office- 40%

Position Purpose

The Project Coordinator for Climate Change adaptation & advocacy (C-CAAP) Project in Nepal is responsible to lead the project team members and to ensure smooth implementation of the project activities efficiently and effectively to reach the most vulnerable communities. 

S/he will lead the overall management of the projects, including people management, financial management, supply chain management, administrative management and risk management. S/he will ensure that the project is implemented as per the agreed standards, quality benchmarks donors’ guidelines and in complaint with the requirements of government rules and regulations together with organizational policies and procedures.

S/he will ensure documentations of the project work that includes but not limited to ensuring  project beneficiary tracking, quality case studies and success stories, writing and submitting quality reports in line with project agreement, storing required evidences and data related to the projects proactively and utilizing tactfully whenever required,  ensure accountability mechanisms are in place and act proactively to serve the community and overall align with organization mission and vision. Beyond the project technical aspects, S/he will be   overall responsible to coordinate and communicate with the project relevant stakeholders including local governments and district government. S/he will represent project and organization and maintain professional relationship with the relevant government stakeholders including district and provincial government.

Key Objectives of the Position 

The Project Coordinator will coordinate overall program implementation process in the target areas following organization procedures. S/he will work closely with the relevant external, internal and community partners for the overall management of the assessment in partnership with Oxfam.

  • Establish effective working relationship, adequate referral and networking with relevant organizations, publishers, community schools, and other civil society groups for project implementation.
  • Ensure excellence in Project implementation in terms of impact, reporting, and timeliness
  • Stay abreast of compliances and requirements
  • Capacity building of project team members.

Baseline Survey/ Assessment/ Program Design

  • Understand Climate Change issues present in the target areas in depth and conduct survey/assessment process. 
  • Assist in assessment process as guided by Oxfam/Partners.
  • Responsible to collect of several types of information, through community consultation activities, stakeholders’ interviews and secondary document study and prepare assessment report by ensuring appropriate implementation.
  • Work closely with Oxfam and report about community-based activities. 
  • Responsible to take care of assessment activities in the assigned as well as coordinate the assessment process in the district.  
  • Contribute to programme planning and activities design as per need for the proposed areas in district. 

Project management

  • Ensure that the project commences on time, delivers the results as per the approved plans & budgets, and is implemented as per the quality benchmarks, industry standards, donor guidelines and requirements, government regulations, and organizational policies and procedures. 
  • Demonstrable use of project management tools to bring the quality result of the project.
  • Lead the overall district level strategic, financial, and operational planning, including the annual work planning process and development of an appropriate project exit strategy.
  • Ensure that the reporting is up to the quality and on time.
  • Work with the Oxfam and its partners to ensure the project activities are conducted in timely and appropriately
  • Work with Oxfam and its partners, consultant and district to incorporate information in the reporting documents.

Project Monitoring and Evaluations

  • Develop, apply and ensure appropriate tools and strategy to monitor the progress, quality and impact of the project targets
  • Physically verify and do regular field visits.
  • Effective use of monitoring tools as developed by RDC Nepal and/or suggested/recommended by Oxfam.
Partnership Management

  • Ensure the best relationship with all local government bodies e.g. rural/municipalities
  • Ensure that regular and timely meetings with local government bodies and project progress reporting on schedule basis
  • Ensure to provide the concrete input to the government during their planning process.

Capacity Building

  • Facilitate and ensure capacity building of project team members to have enough capacity/necessary skills to deliver their roles and responsibilities.
  • Equip relevant staffs and partners with project requirements and compliances.

Networking and Advocacy

  • Develop a project brief and disseminate to relevant stakeholders.
  • Develop strategic relationship and partnership with key stakeholders at district Level.
  • Establish adequate referral linkage of project target groups with the appropriate service providers, policy makers and other stakeholders.

Financial Management/ Policy adherence

  • Monitor monthly actual expenditures and compare them with the implementation model, budget requirements, review the budget if require
  • Ensure 100% compliance of procurement policy RDC Nepal/Oxfam 
  • Ensure 100% compliance to Child Protection/Safeguarding/ Policy and Organization Code of Conduct.
  • Internal control mechanisms are in place.

Documentation and Reporting

  • Ensure monthly, quarterly, semi-annual, annual and other program and financial reports are timely prepared,aligning with project design and donor requirement and are in place
  • Prepare and/or present project documents, progress and reports as enquired by SMT and funding agency.
  • Maintain project database management as per requirement (in Horizon, Hard copies, Soft copies and in coordination with MEAL team )
  • Ensure Qualitative reporting and implementations models 
  • Capture evidences of good practices in regular basis.
  • Dissemination of lessons learnt and best practices from project interventions.
