Position Overview

The Program Management Specialist - Health System Resiliency will lead the planning, implementation, monitoring, and reporting project initiatives to increase access to SRHR services through a resilient health system. 

The role will ensure high-quality delivery of project activities, strong coordination with government and partner organizations, effective budget and donor compliance management, and timely achievement of results. S/he will provide strategic and operational leadership to ensure that project interventions are evidence-based, gender-responsive, inclusive, and aligned with organizational priorities and national policies. In addition, this position is also responsible for strengthening the capacity of project team on good governance. S/he will work closely with internal technical, finance, monitoring and evaluation, and operations teams, and directly reports to Head of Department (Partnership and Field Operation).

Key Responsibilities

1. Program management and implementation

  • Provide overall leadership and day-to-day management of the project, ensuring delivery against approved work plans, timelines, budgets, and targets.
  • Lead project planning, implementation, monitoring, and adaptive management across sexual and reproductive health and rights, climate resilience, and nutrition interventions.
  • Ensure technical quality of project activities by working closely with thematic specialists and promoting integrated, evidence-informed approaches.
  • Support the implementing partners for capacity building and timely execution of the activities to meet the organizational standards and donor requirements, and
  • Oversee development of detailed implementation plans, project trackers, risk registers, and performance monitoring systems.

2. Technical assistance and support to Governments and stakeholders

  • Provide technical support to the local and provincial governments in formulating new policies, strategies and guidelines ensure the inclusion of climate resilient health system to deliver quality SRHR, nutrition services at sub national level in line with constitution of Nepal, and other acts and regulations at federal level,
  • Support the government authorities to review and update the guidelines on health sector governance, humanitarian settings, resilience and HFOMC,
  • Support all level of government in forecasting and quantification of drugs and supplies for quality SRHR services in close coordination with other units and departments at Ipas Nepal.

3. Advocacy with the government for policy and budget on Climate Resilient Health System

  • Capacitate implementing partners and field staff on Climate resilient health system, policy review and planning processes (7 step planning) of local governments, and budget allocation.
  • Advocate with all levels of government for climate resilient health system and to increase the allocation and utilization of budget on SRHR and monitor the progress focusing on the sustainability of the SRHR program.
  • Work with media (journalists) for advocacy and dissemination of governance and policy related information.
  • Engage with professional organizations for dissemination of climate resilient health system and Ipas work in the sector.

4. Knowledge management, monitoring, and program development

  • Document the program learnings and share with team internally and with external stakeholders as and when required.
  • Support in developing new programs based on the lesson learned from the existing projects,
  • Lead preparation of high-quality progress reports, donor reports, presentations, success stories, and other project documentation.
  • Monitor project risks, identify implementation bottlenecks, and develop mitigation measures to ensure smooth delivery.
  • Conduct joint monitoring visits, with other high-level government officials and civil society representatives, and prepare quality donor reports and other relevant documents in the technical areas in close coordination with the Program Evidence Team and other teams at Ipas Nepal.

5. Coordination, liaison, and representation

  • Coordinate with PNGOs, government agencies at federal, provincial, and local levels, local partners, communities, and other stakeholders to ensure strong collaboration, alignment, and ownership.
  • Participate in various meetings representing Ipas as decided by Unit lead or the management, specially related to climate resilient health system, health governance and policy,
  • Engage with partners (civil society) to implement international and national obligations and commitments made by the government and support in such initiatives within the scope of the program, and
  • Represent the project in relevant forums, technical working groups, review meetings, and coordination platforms
  • Willing to perform other duties as assigned by supervisor and the organization.

Understand and comply with the organization policies and ethics 

  • Understand and comply with the Human Resources, Procurement, Travel, Finance Policy, and other policies of the organization.
  • Commitment and adherence to the Ipas code of business ethics and conduct and safeguarding policy.
  • Ensure Ipas representatives (including consultants, interns, volunteers, independent contractors, suppliers/vendors, board members, sub-awardees) and government officials directly working with Ipas and its partners understand and practice the prevention of sexual exploitation and abuse policy while in partnership and implement program with Ipas.
  • Contribute to safe working environment where every team member is treated equally and respectfully.

  • Ensure all work activities comply with the organization rules and regulations
  • Ensure proper documentation of memo’s, decisions, reports and any official documents for record keeping hardcopy/OneDrive/Luna as appropriate.

PSEA compliance

  • As an Ipas Nepal employee read, understand, and sign the acknowledgement to comply with all aspects of the PSEA as defined by the PSEA policy.

Program Staff responsibilities

  • Take the responsibility and ownership to inform and display information on Ipas Nepal commitment about PSEA in every Ipas supported program/event/workshop/training as defined by Ipas Nepal PSEA policy.
  • All Ipas implementing partners will develop PSEA policy/or a brief guideline endorsed by the board.

Other responsibilities

  • Engage in a learning culture and participate and enrol learning courses of Ipas University. 

Qualifications, Experience, Knowledge, and Skills

  • Master’s degree in public health (preference will be given to the candidates with clinical background) with at least 5 yrs experiences, with at least 2 yrs in a program management role OR bachelor's degree with 7 yrs of experience, with at least 2 yrs in a program management role in development organizations (I/NGOs).
  • Experience in sexual and reproductive health and rights, nutrition, human rights and/or public policy procedures,
  • Demonstrated experience in project cycle management, including planning, budgeting, implementation, monitoring, reporting, and close-out.
  • Proven experience working with government counterparts, development partners, NGOs, and community-based organizations.
  • Experience in team leadership and partner management.
  • Strong understanding of gender, equity, inclusion, and rights-based programming approaches.
  • Excellent report writing and communication skills in English; Nepali language skills will be an advantage
  • Flexible adapting to challenging work environment.
  • Experience in donor compliance, financial oversight, and results-based management is highly desirable 
  • Proficiency in project management and Microsoft Office tools
  • Ability to travel up to 60% domestically (with occasional regional or global trips as applicable)
