Procurement of Fruit and Plantation Saplings

RFQ Reference No.: HICODEF/SPICES/SAP/2026-01

Himalayan Community Development Forum (HICODEF), implementing the Scaling the SPICES Model to Strengthen Value Chains of High-Value Exportable Crops Project in partnership with CRS Nepal, invites bid from registered and qualified nurseries or agri-input suppliers for the supply of fruit and plantation saplings for distribution to farmer groups in Baundikali Rural Municipality and Hupsekot Municipality, Nawalparasi (East), Gandaki Province.

1.  Schedule of Requirements

Note: Partial offers (for specific species only) are acceptable.

2.  Eligibility Requirements

• Registered nursery or agri-input supplier with valid business registration certificate
• Compliance with Gandaki Province Nursery Management Guidelines
• Capacity to supply required quantities within the agreed delivery timeline
• Healthy, disease-free, true-to-type saplings; grafted/budded citrus material preferred
• Valid PAN/VAT registration (VAT-registered suppliers preferred)
• Prior experience supplying saplings to development projects is an advantage
• If registration and seedling raising area is different, recommendation of seedling raising area’s Municipality or AKC or ADO is mandatory. (Nursery seedlings raised below 800 masl is automatically discarded as per by Gandaki Province Fruits Nursery Management Guidelines section 10(8).

3.  Delivery Terms

• Delivery Location: Baundikali Rural Municipality (up to Kuwakot) and Hupsekot Municipality (up to Maulathar); specific distribution points confirmed upon award
• Delivery Period: To be agreed upon contract award; planting season timing is a key consideration
• Transport to distribution points is the responsibility of the supplier
• HICODEF may request phased delivery by species or farmer group location

4.  Bid Submission Instructions

• Bids must be submitted in writing (hard copy or scanned PDF) by the deadline indicated below
• Address Bids to: Project Coordinator, HICODEF – SPICES Project, Kawasoti, Nawalparasi (East)
• Each Bid must include: (a) unit rate per sapling by species, (b) total quoted amount, (c) validity period (minimum 30 days), (d) proposed delivery timeline, (e) copy of business registration and PAN/VAT certificate
• Late submissions will not be accepted. HICODEF reserves the right to accept or reject any Bid without assigning reasons
