1. Job Description

DevWorks will require the services of a consultant to support the development of a proposal. These tasks represent the initial activities prior to the release of the request for proposals (RFP); it is anticipated that there would be additional tasks and level of effort (LOE) following the release of the RFP. The period of performance for this activity is July 21 to September 30, 2022. 

Tasks (8 days maximum LOE):

• Review Sources Sought notice, previous USAID Nepal agricultural project documents, capability statements and other relevant technical materials from USAID and DevWorks (DevWorks will share)
• Support information gathering and design activities, which may include:
  • Meetings with key donor, public sector and private sector stakeholders
  • Assessment/analysis of key policies, regulatory framework and enabling environment issues in the agricultural sector
  • Identification and introduction to local partners 
  • Support to design of technical interventions/activities 
• As relevant, join and participate in consortium planning and design meetings 
• Other tasks as requested by Proposal Manager

Deliverables: 

• Final deliverables to be discussed and agreed upon following consortium planning meetings  

2. Qualifications 

• Master's level degree in agriculture, agricultural economics, agribusiness or related field.
• Minimum of 10 years of direct experience working in agriculture sector, in particular with proven experience in agricultural policy, regulations and enabling environment 
• Proven experience in conducting agriculture policy related assessments or studies.
• Proven experience in supporting new project design/proposal development 
• Excellent English and Nepali language skills
