Position: NDI Asia-Pacific Regional Specialist for Monitoring, Evaluation and Learning
Founded in 1983, the National Democratic Institute for International Affairs (NDI) is a nonprofit, nonpartisan organization working to strengthen and expand democracy worldwide. NDI’s office in Nepal has been operational since 1994 and has since collaborated with the Parliament, political parties, government agencies and civil society.
Position Summary: This specialist guides the implementation of NDI programming and provides technical assistance to NDI staff in the Asia-Pacific region and headquarters in the areas of program design, monitoring, evaluation and learning (DMEL). This position is based in the Nepal and reports to the Nepal Country Representative and the NDI Asia-Pacific deputy regional director.
KEY RESPONSIBILITIES
With direction from Asia-Pacific regional leadership and country/ program leadership:
- Provide technical guidance and support in the coordination and execution of DMEL activities and processes;
- Support country and program teams with program design, monitoring and evaluation plans, data collection tools and processes, ensuring sound performance monitoring and evaluation systems and protocols;
- Participate in and support operationalizing the monitoring and evaluation of program performance against established plans and indicators through data collection and analysis methodologies, instruments, and protocols;
- Guide the analysis, visualization, and interpretation of program performance data to support its use in decision-making, donor reporting, and collaborative learning and adaptation. Help country and program teams execute analysis and review processes to support data-driven learning, adaptation, and interventions for necessary course corrections;
- Participate in program assessments and evaluations. Guide program and country teams on the preparation of program performance and impact evaluations and reports;
- Support preparations for learning discussions and reflections to identify evaluation recommendations and program management improvements;
- Support implementation of regional learning sessions for cross-regional learning between program teams on best practices and evidence;
- Help coordinate necessary training and resources for country and program teams to build regional DMEL knowledge and capacity as well as data collection and management competencies;
- Develop and foster effective working relationships with country and program teams, and help facilitate collaborative and inclusive processes to identify and implement regional DMEL activities, and ensure alignment with broader institutional strategies and approaches;
- Support DMEL for program development opportunities and processes;
- Perform other duties as required by regional leadership.
EDUCATIONAL BACKGROUND AND EXPERIENCE
- Bachelor’s degree required, preferably in social sciences, statistics, evaluation, international development or other relevant discipline or equivalent experience.
- A minimum of eight (8) years of experience in monitoring and evaluation, preferably in the field of democracy and governance, international development, social science, data analysis, or statistics, and with I/NGO experience.
- Experience in the design of monitoring and evaluation frameworks, conducting qualitative and quantitative data collection and analysis, and reporting performance results against key performance indicators. Experience in statistical modeling/analysis is a plus.
- Expertise and competence in project monitoring and evaluation, preferably related to international development work and in one or more of NDI’s program areas: e.g., civil society strengthening, democratic political institution strengthening, elections, women’s political empowerment, political inclusion of marginalized groups, etc.
REQUIRED SKILLS
- Demonstrated competency in qualitative and quantitative research/data collection and data analysis/management, including the use and management of databases and related modeling and report preparation, and experience with database management, preferably with experience with MS Excel, MS Access, or other monitoring and evaluation platforms;
- Demonstrated knowledge and understanding of monitoring and evaluation frameworks, including routine data collection, data quality assurance, and promoting data for decision making and interventions/learning;
- Experience in designing and using evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources;
- Knowledge and expertise related to international donor monitoring, evaluation, and learning requirements to support program life cycles, ensure compliance, promote accountabilities, and support progress reporting;
- Fluency in English, and excellent written and oral communication skills to present information and respond to questions. Language skills in Asian languages are a plus;
- Problem-solving skills for identifying problems, drawing conclusions, determining options for resolution, and recommending next steps;
- Strong interpersonal skills and cultural sensitivity to interact effectively and diplomatically with individuals at all levels of the organization, as well as externally-both domestically and internationally with NDI partners, funders and other stakeholders;
- Capacity to work effectively both independently and as a member of a team, as well as to provide guidance to others;
- Strong organizational skills with a high level of attention to detail;
- Strong working knowledge of PC-based word processing and spreadsheet applications and experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.).
