Position Overview
The Monitoring, Evaluation and Research (RM&E) Officer reports to the HoD – Program Evidence and is responsible for supporting the implementation and coordination of monitoring, evaluation, and research activities at Ipas Nepal.
The position contributes to the development and operationalization of Ipas Nepal’s RM&E systems, ensures quality data collection and management, and supports program teams and partners in evidence generation, reporting, and learning.
The Officer works closely with program teams, partners, government counterparts, and the Ipas global RM&E team to ensure data-driven decision-making and compliance with donor and organizational requirements.
Key Responsibilities
Monitoring, Evaluation and Research Implementation
- Support the development and implementation of project-level RM&E systems, including tools, frameworks, and guidelines aligned with program needs.
- Oversee routine program monitoring activities, ensuring the quality, accuracy, and relevance of data collected across projects.
- Ensure timely collection, validation, and entry of program data into the TERRA system and other relevant platforms.
- Conduct analysis of RM&E data, identify gaps and trends, and support program teams in using data for decision-making.
- Contribute to the preparation of quarterly, annual, and ad-hoc reports in alignment with donor, social welfare council (SWC) and other organizational requirements.
- Support research processes, including study design, ethical approval, data collection, and implementation, in compliance with national and organizational standards.
- Ensure availability and regular updating of log frames, M&E plans, result frameworks, indicators, data collection tools and reporting templates for all projects and programs.
- Participate in monitoring visits and joint field visits to assess program implementation and data quality.
- Support baseline assessments, evaluations, operational research, and other studies, including protocol development, tool adaptation, field coordination, data management, and preliminary analysis.
Data Quality, Systems, and Compliance
- Support implementation of data quality assurance mechanisms, including routine checks and data verification processes.
- Assist in conducting data quality audits and follow-up actions to ensure data accuracy and reliability.
- Maintain effective coordination with the Ipas Global RM&E team on data validation, tools, and system-related issues.
- Ensure compliance with organizational standards and national requirements, including coordination with government systems such as HMIS.
- Support management and effective use of RM&E information systems to enhance program performance and results.
Coordination, Reporting, and Learning
- Work closely with program teams and implementing partners to ensure timely submission of quality data and reporting deliverables.
- Provide technical support to program teams and partners in data analysis, interpretation, and reporting.
- Contribute to donor reporting processes by supporting data compilation, analysis, and documentation of program progress.
- Support documentation of lessons learned, best practices, and evidence-based insights for internal and external dissemination.
- Assist in preparing knowledge products such as reports, briefs, and presentations.
Capacity Building and Technical Support
- Support capacity-building initiatives for Ipas staff and partner organizations on RM&E tools, systems/indicator definitions, data collection process, methodologies and reporting requirements.
- Provide guidance to implementing partners and field teams on data collection processes and quality standards.
- Assist in strengthening RM&E capacities through training, mentoring, and continuous technical support.
Strategic and Operational Support
- Provide support in the development and refinement of RM&E-related components of program proposals and new initiatives.
- Support updating and tracking of tools such as Balanced Scorecard and other performance metrics.
- Maintain working relationships with relevant government stakeholders and partners on RM&E-related matters.
- Contribute to organizational learning and continuous improvement of RM&E systems and processes.
- Perform other related duties assigned by the supervisor in support of program evidence, learning, and accountability.
- Maintain and monitor the Program Evidence budget and expenditure.
Understand and comply with the organization policies and ethics
- Understand and comply with the Human Resources, Procurement, Travel, Finance Policy, and other policies of the organization.
- Commitment and adherence to the Ipas code of business ethics and conduct and safeguarding policy.
- Ensure Ipas representatives (including consultants, interns, volunteers, independent contractors, suppliers/vendors, board members, sub-awardees) and government officials directly working with Ipas and its partners understand and practice the prevention of sexual exploitation and abuse policy while in partnership and implement program with Ipas.

- Ensure all work activities comply with the organization rules and regulations
- Ensure proper documentation of memo’s, decisions, reports and any official documents for record keeping hardcopy/OneDrive/Luna as appropriate.
PSEA compliance

Program Staff responsibilities
- Take the responsibility and ownership to inform and display information on Ipas Nepal commitment about PSEA in every Ipas supported program/event/workshop/training as defined by Ipas Nepal PSEA policy.
- All Ipas implementing partners will develop PSEA policy/or a brief guideline endorsed by the board.
Other responsibilities
- Engage in a learning culture and participate and enrol learning courses of Ipas University.
Qualifications, Experience, Knowledge, and Skills
- Bachelor’s degree in public health, demographics, population studies, or related field with 3 years of experience on monitoring, evaluation and research on health project preferably with an international NGO, Masters Preferred.
- Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
- Experience developing and refining data collection tools.
- Experience with data quality assessments and oversight.
- Well-organized, with ability to track multiple projects and meet deadlines.
- Ability to work successfully in a cross-cultural, team-based, global environment.
- Has strong written and spoken communications skills in English and Nepali language.
- Flexible to adapt to challenging work environment.
- Previous experience working in development organization/INGOs is preferable.
- Ability to travel up to 40% domestically (with occasional regional or global trips if applicable)
