CBM Global Nepal Country Office seeks application from qualified and competent candidates for the position of Monitoring, Evaluation, and Learning (MEL) Officer

Job Overview and Core Purpose:

The Monitoring, Evaluation, and Learning (MEL) Officer will lead the design, implementation, and strengthening of Monitoring, Evaluation, and Learning systems for the FAIDA Project to ensure quality, effectiveness, accountability, and evidence-based decision-making.

Working under the supervision of the FAIDA Project Manager, the MEL Officer will ensure that robust MEL frameworks, tools, and learning mechanisms are embedded across the project cycle. The role will support project teams and partners to systematically collect, analyze, visualize, and use data for adaptive management, reporting, learning, and accountability to communities and donors.

The position holds full responsibility for all MEL functions of the FAIDA Project, including managing digital data systems (Survey CTO), data analysis and visualization (Power BI), documentation of best practices and lessons learnt, and contributing evidence to donor and organizational reporting.

Based:  FAIDA Field Office, Chitwan (with frequent field travel)

Hours: Full-time

Contract: Fixed Term, till July 2028

Responsibilities and Duties:

A. MEL Leadership and Coordination for FAIDA Project

  • Serve as the focal person for all Monitoring, Evaluation, and Learning (MEL) functions of the FAIDA Project.
  • Design, implement, and continuously improve the project MEL framework, indicators, tools, and reporting systems in line with project objectives and donor requirements.
  • Develop and operationalize MEL plans, data collection schedules, learning agendas, and accountability mechanisms across the project lifecycle.
  • Facilitate regular reflection, review, and learning processes (review meetings, learning workshops, and adaptive management sessions) to assess progress, identify gaps, and recommend corrective actions.
  • Conduct routine field monitoring visits to assess implementation quality, validate data, and document learning, success stories, and challenges.

B. Data Management, Analysis, and Quality Assurance

  • Lead the collection, compilation, consolidation, and analysis of qualitative and quantitative project data.
  • Manage and oversee digital data collection using Survey CTO, including form development, updates, validation checks, and troubleshooting.
  • Ensure regular data quality assessments (DQAs) to maintain accuracy, completeness, timeliness, and reliability of project data.
  • Provide continuous technical support, coaching, and supervision to field staff on data collection methodologies and tools.
  • Ensure systematic management of historical project data collected prior to digital systems and facilitate its gradual migration to Survey CTO.
  • Analyze project performance against indicators and visualize results using Power BI dashboards to support evidence-based decision-making.

C. Learning, Knowledge Management, and Reporting

  • Generate evidence through structured documentation of best practices, innovations, lessons learned, and replicable approaches.
  • Lead analytical reviews of the FAIDA project portfolio from MEL perspective on an annual basis.
  • Prepare high-quality periodic, annual, and impact reports, ensuring integration of data analysis, learning, and accountability findings.
  • Support development and implementation of social audits, public hearings, and other participatory accountability processes.
  • Facilitate Inclusive Community Feedback and Response Mechanisms (ICFRM), ensuring timely documentation, analysis, and response to community feedback.
  • Coordinate dissemination of learning products at local, national, and organizational levels to promote knowledge sharing and learning uptake.

D. Capacity Strengthening and Partnership Support

  • Build MEL capacity of project staff and partner organizations through training, mentoring, and technical support in data collection, analysis, reporting, and documentation.
  • Promote a learning culture within the project team, encouraging data use for reflection, adaptation, and continuous improvement.

E. Humanitarian Action

  • Contribute to finalize and update the humanitarian strategic framework from Monitoring and evaluation perspective.
  • In case of Emergency in the country and requirement of the organization you should be flexible to deploy in the emergency response management initiatives as per the requirement of the organization.

F. Safeguarding

Knowledge

  • Understands the incident management framework and their first responder role in recording, responding and reporting incidents.
  • Understands the survivor-centered approach and how to apply it when receiving a complaint or responding to an incident. Knows local support services available in the community or region, and how to engage them.

Skills

  • Able to listen and accurately document reported concerns and complaints. Able to respect the confidentiality of safeguarding allegations. Able to appropriately apply the survivor-centred approach.

Behaviours

  • Treats the survivor and others involved in an incident with dignity and respect.
  • Be assertive in implementing the initial incident response protocols by gaining the trust and cooperation of parties involved.

Key outcomes expected from this role:

  • Enhanced understanding and capacity of FAIDA project team and partners in MEL.
  • Quality and impact of FAIDA project ensured through effective monitoring & evaluation and timely submission of donor reports. 
  • Relevant knowledge products and quality reports developed for FAIDA project.

Person Specification

All the following requirements are Essential, unless marked with a * when they are Desirable.

Experience and knowledge

  • At least 5 years of experience in Monitoring, Evaluation, and Learning (MEL), preferably with international NGOs or development organization.
  • Strong understanding of project cycle management
  • Proven experience in design, implementation, and management of MEL systems, including processes, tools, and data quality assurance (DQA) mechanisms. 
  • Demonstrated experience in documentation and reporting.
  • Proven experience in M&E capacity building, including strengthening partner systems
  • Practical experience with database management and data collection tools (e.g., Survey CTO, KoBo Toolbox, or similar platforms).
  • Understanding of disability inclusion. *

Skills/competencies/personal qualities

  • Competence in working with both quantitative and qualitative data, including designing and implementing surveys, focus groups and participatory methods of data collection.
  • Confidence using digital tools to manage and analyse data, including spreadsheets, databases and survey platforms
  • Ability to produce high-quality and impactful learning products
  • Demonstrated capacity building skills.
  • Excellent coordination and facilitation skill
  • Strong written and verbal communication skills.
  • Knowledge of safeguarding, gender equality, and inclusive development.  
  • Cultural and political sensitivity when engaging institutions 
  • Committed, excited, and passionate about disability inclusion and the rights of people with disabilities.
  • Proven ability to work effectively as part of a collaborative and multidisciplinary team.
  • Willingness and ability to learn, adapt, and take initiative, while effectively managing multiple priorities and meeting deadlines.
  • Willingness and availability to travel up to 40% of the time, as required.

Qualifications, training, and education

  • Master’s degree in Agriculture, Natural Resource Management, Social Sciences, Research, Development Studies, or a related discipline.
