Position overview:

AF Nepal is seeking two qualified and experienced MEAL Associates to support and strengthen project-specific MEAL systems. The MEAL Associates will contribute to results-based monitoring, data collection and management, data quality assurance, analysis, reporting, accountability, learning, and evidence generation across AF Nepal’s projects. They will work closely with project teams to ensure quality data and evidence are systematically generated, documented, and used to inform decision-making, program improvement, accountability, and organizational learning.

Duties and Responsibilities:

A. Monitoring System Implementation

• Support the Project Officer in implementing field-level activities in line with the project design and M&E framework, ensuring alignment with the theory of change and intended outcomes.
• Assist in tracking indicators across all outputs and monitoring progress of activities against approved plans.
• Maintain and regularly update indicator tracking sheets and project databases.
• Coordinate with district authorities, rural municipalities, health facilities, and other stakeholders to ensure timely and accurate data collection for all project activities.
• Contribute to the preparation of annual work plans, quarterly activity plans, and detailed activity schedules in coordination with the project team.
• Plan, implement, and coordinate project activities to ensure quality standards across AFN programs.
• Participate in joint supervision visits and in MSS assessments.
• Support data collection and documentation for MSS assessments, facility improvement plans, and supportive supervision.
• Document MSS findings and track follow-up actions.
• Ensure activities are implemented effectively and on time in accordance with approved project documents.
• Assist in the preparation and timely submission of activity reports, quarterly progress reports, and required data as per reporting timelines.
• Ensure adherence to AFN policies and procedures across all field-level activities.
• Maintain regular communication with the project team and provide field-level support to program implementation.
• Coordinate with local stakeholders and contribute to planning for project sustainability.
• Support to organize and schedule meetings/events, and maintain agendas and minutes.
• Support program growth and development initiatives.

B. Data Collection, Management, and Documentation

• Collect and verify data from Municipalities, Health facilities, FCHVs and Community activities
• Ensure quality data in terms of Accuracy, Completeness, Timeliness
• Support disability-disaggregated data recording and reporting.
• Support training and follow-up on HMIS/PAMS reporting and data review and management practices.
• Conduct regular field visits to monitor project activities, collect data, prepare monthly, quarterly, and annual reports and ensure adherence to project plans.
• Compile field monitoring findings and Data summaries and visualization.
• Provide regular and timely updates of the field activities and document the information;
• Document stories of change, best practices and learning from the project.
• Ensure quality assurance of the project activities in the district in terms of logistic management, content, delivery of the activities and documentation.
• Proper documentation of all the relevant references and materials.

C. Safeguarding, Risk management and Inclusion

• Ensure all project activities comply with the organization’s safeguarding and inclusion policies, including Child Safeguarding, Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH), and Gender Equality, Disability, and Social Inclusion (GEDSI) standards.
• Contribute to assessing, mitigating and reporting on all risks, including risks of child abuse and exploitation and sexual abuse and exploitation, in the project area.
• Support the implementation of effective incident reporting mechanisms both within the health centers and in the community.
• Ensure immediate reporting to AFN of any incident of abuse and exploitation.
• Follow directives of AFN for follow up required regarding incidents, including reporting to concerned authorities;
• Ensure safety of survivor, confidentiality and survivor centered approach. 

Required Qualifications and Experience

• Bachelor’s degree in Public Health, Statistics, or related field
• Minimum 1-2 years of post-qualification experience Monitoring, Evaluation, Accountability, and Learning (MEAL/M&E).
• Familiarity with government of Nepal’s HMIS/PAMS systems, Data collection tools and project reporting formats.
• Experience working with Local governments and Health systems in Nepal.

Required Skills

• Strong data analysis and skills on statistical tools (KOBO, SPSS, R etc)
• Excellent computer skills, including Microsoft Office package
• Ability to work in field settings
• Good communication skills
• Analytical and problem-solving ability
• Report writing and documentation
• Fluency in Nepali and English

The MEAL Associate may be assigned other reasonable duties and responsibilities by the supervisor or senior management in accordance with AF Nepal's organizational priorities and program needs.
