National Federation of Women Living with HIV and AIDS (NFWLHA), formerly known as the Women’s Network against HIV & AIDS (WONAHA), was initially established as a loose network in 2006 and was officially registered in 2007 with a vision to create a just and equitable society for women and children infected and affected with HIV, so that they can live productive, empowered and dignified life, free from stigma and discrimination. Underpinned with guiding principles of gender equity and human rights, evidence-based planning, programming and policy-advocacy, NFWLHA has broadened its strategic intervention areas over the last nine years, focusing mainly on strengthening and capacity development of network, knowledge management for evidence-based policy advocacy and community system strengthening.

Guided by principles of gender equity, human rights, and evidence-based advocacy, NFWLHA focuses on strengthening networks, building community capacity, managing knowledge for policy advocacy, and enhancing community systems.

NFWLHA invites applications from qualified and motivated candidates for the following positions:

1) Position: Monitoring and Evaluation Officer-1

Duty Station: NFWLHA Central Office, Kathmandu (Frequent travel to program district)

Reports/responsible to: National Program Coordinator

Supervisory Responsibilities: Project officer, Communication and Documentation officer, project associates.

Purpose of Position 

The main purpose of this position is to establish and implement effective M&E systems and build the capacity of NFWLHA and its local partner organisations/SSRs in the Koshi, Madhesh and Bagmati province under Treatment, Care and Support program to achieve NFWLHA’s strategic objectives. The role ensures effective data collection, analysis, and reporting to track program progress, assess impact, and enhance program effectiveness.

Key Responsibilities:

  • Develop and implement an M&E framework, tools, and indicators for program activities based on the M&E guideline of NFWLHA.
  • Establish data collection and reporting mechanisms to track project progress and impact.
  • Ensure M&E activities align with organizational goals and donor requirements.
  • Maintain an accurate and updated database of program beneficiaries and activities.
  • Prepare periodic progress reports, case studies, and impact assessments and Ensure timely submission of reports to donors, stakeholders, and management.
  • Provide M&E-related training to program staff and community-based organizations (CBOs).
  • Conduct regular field visits to monitor program implementation and verify data.
  • Support research and evaluation activities, including study design, data collection, and analysis.
  • Assists the Program Coordinator in identifying and developing new programs, writing proposals and raising funds and Contribute to the development of research proposals and reports.
  • Coordinate with government agencies, donors, and partner organizations.
  • Supports National Program Coordinator to guide and coach the progress of NFWLHA and staffs.
  • Participates in and organize meetings to ensure that information is shared with appropriate staff members, according to the meeting schedule and on ad-hoc basis if needed.
  • Implements formulated policies, rules and regulations, and long-term objectives of the organization at national, regional, and district levels and provides appropriate feedback.

Professional Experience:

  • Bachelor's or Master's degree in public health, social sciences, statistics, or a related field.
  • Minimum of 3 years of experience in community development, Monitoring Evaluation and Learning, training, survey coordination. Experience could be in community-based projects, NGOs/INGOs, or development-focused organizations.
  • At least 2 years of hands-on experience in survey design, data collection, and data analysis in rural or underserved areas (depending on the geographical focus of the organization).
  • Proven experience in conducting and facilitating training for diverse audiences (such as community members, local staff, or volunteers).
  • Experience in field-based coordination, ensuring that survey activities are aligned with project timelines, logistics, and targets.

Skills and Competencies:

  • Proficiency in both Nepali and English language, with the ability to communicate effectively with local communities, partners, and other stakeholders.
  • Ability to design and implement surveys, collect data, and analyze the results effectively using various tools (e.g., KOBO toolbox, Excel, SPSS, or other data analysis software).
  • Strong facilitation skills for training sessions, workshops, and meetings, ensuring content is well delivered and participants are engaged.
  • Ability to work in a diverse, multicultural environment with flexibility, adaptability, and a proactive approach to challenges.
  • Knowledge of HIV/AIDS-related issues, gender equity, and social inclusion (preferred).

2) Position: Provincial Supervisor- 1

Duty Station: Koshi Province

Reports/responsible to: Program Associate

Supervisory Responsibilities: Program Coordinator

Purpose of the Position:

The provincial supervisor is responsible for supervising the day-to-day operation of the care and support program in their assigned province.

Major Responsibilities:

  • Supervise and manage the operation of care and support programs within the province to align with the budget and work plan of the program.
  • Ensure the implementation of HIV care and support programs at the province level aligns with national standards and guidelines for care and support programs. 
  • Monitor and evaluate the effectiveness of HIV program service delivery in the districts of the province, ensuring targets are met and program goals are achieved.
  • Coordination with the provincial and local government, health facilities, district member organizations, and community-based organizations to enhance service delivery.
  • Closely coordinate and communicate with the CBOs and district-level field team within the province.
  • Maintain accurate records of program including beneficiary tracking, service provision, and outcomes.
  • Ensure regular and accurate reporting on the progress of HIV care and support programs.
  • Provide guidance, support, and mentorship to the staff of the districts in the province to ensure optimal performance.
  • Participate in and organize regular meetings with team members to discuss challenges, progress, and priorities.
  • Collaborate with the related stakeholders and the NFWLHA team on advocacy initiatives aimed at advancing the organizational goal and objective.

Education and Qualification

  • Bachelor's degree in Social Science, Public Health, or a related area is preferred
  • At least 2 to 3 years of experience in the HIV program in the supervisory role
  • Strong leadership and people management skills
  • Knowledge of MS Office, Excel, and PowerPoint and data management skills
  • Strong interpersonal skills and written and verbal communication
  • Excellent coordination skills, ability to handle multiple tasks and work under pressure.
  • Knowledge of HIV/AIDS-related issues, gender equity, and social inclusion (preferred).
