The purpose of this position is to contribute to ensuring the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions in the projects and programs int the area programs (APs) under West Field Office of World Vision International (WVI) Nepal. The position reports to the MEAL Specialist.  S/he will be responsible for monitoring the project for quality, ensuring the quality of program/project data, conduct monitoring visits, guiding for implementing the program/project quality benchmarks, and ensure timely reporting of results as the plan, guidelines, and practices. S/he is also responsible for rolling out the program information management and reporting systems in the Partner NGOs.  Also, this position will support Evidence and Research function for carrying out the assessment, research, and evaluations (baseline/End line). In addition, s/he should also be infolved in carrying out the consultative and learning events like the District Project Advisory Committee (DPAC) meeting, project kick-off meeting and review/reflection events.  

The person will support Integrated work for compliance-based reporting in global systems like Horizon and/or IMAPQ that includes managing program information, budget information, capacity building and troubleshooting; and supporting document management system. Under the guidance of MEAL Specialist, s/he will work in close cooperation with Sponsorship, Program Development and Quality Department, and public engagement team.

Major Responsibilities

Monitoring, Evaluation, Accountability, and Learning

  • Support on execution of core MEAL functions but are not limited to:
  • Ensure monitoring and evaluation learnings are reported through the monitoring and evaluation recommendation system.
  • Prepare and submit CFM and M&E  monthly, quarterly, semi-annual, and annual reports in collaboration with project team members.
  • Facilitate learning meetings and document the learning from the project.
  • Respond to the concerns reported through the community feedback management mechanisms and prepare analytical reports (in a quarterly basis).
  • Ensure the feedbacks are maintained in the online system

  • Support in synthesizing the learnings from field-level learning events, and evaluations and put those learning into the information management systems for follow-ups and reflections.
  • Prepare quarterly Quality Benchmark Monitoring (QBM) report and ensure smooth function of QBM and project implementation guidelines.
  • Support MEAL Specialist in carrying out the Routine Data Quality Assurance.
  • Support and guide Field Partner NGO MEAL staff on core MEAL functions like outcome monitoring, data recording/reporting, system roll-out, designing tools/techniques for data collection.
  • Mentor and Coach partner MEAL staff about the MEAL system and ensure its proper implementation.
  • Collect the most significant change stories for the selected indicators. Also, document the success stories from the field and report on monthly management reports.

Evaluation and Research

  • Supporting Evidence and Research Manager on the execution of assessment/studies but are not limited to:
  • Support the execution of the Assessment, Baseline and End line evaluation studies of the project  including the drafting of evaluation Terms of Reference, enumerators selection and orientation, field monitoring, report drafting/reviewing , and providing inputs on the other evidence documents.
  • Support in improving the quality of primary data collection in the program area of WFO.
  • Support in developing the learning briefs/evidence briefs from the assessment and other studies as communication materials
  • Support in organizing result dissemination events at local and provincial level
  • Support in field visit during the SWC evaluation and other evaluations.

Other Business

  • Support in developing ToR for consultant hiring and coordinate with consultants for WFO-based initiatives.
  • Support MEAL specialists in daily MEAL business-related work as per need and requirement.
  • Based on identified gaps, supervise and support PNGO staff as per need and requirement.
  • Analyze data and produce quality CFM and M&E reports and case studies.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Minimum four years of experience in humanitarian sector, development/response projects, academic profession, government service, or relevant profession with at least two years of experience in MEAL and/or Information Management Systems.
  • Experience in supporting the assessment/research activities
  • Experience in working on Theory of Change, Result framework, logical framework
  • Experience with digital data collection systems like Comcare, ODK, etc.
  • Experience of working on multi-sectoral themes

Required Education, training, license, registration and certification

  • Bachelor's degree in Social Science, statistics, development studies, public health, and other relevant field.
  • Fluent oral and written English and Nepali communication skills.
  • Knowledge of data analysis software (STATA, SPSS, NViVO, etc.)
  • Knowledge of digital data collection system and digital data management systems
  • Knowledge of the Accountability and Quality Benchmark (QBM) system will be an advantage
  • Familiar with different data collection tools and techniques, and research methodologies

Preferred Knowledge and Qualifications

  • Master's degree in social sciences, public health, or statistics is preferred.
  • Demonstrated ability in the use of quantitative and qualitative data collection and analysis
  • Strong knowledge and skills to functionalize MEAL system along with Information management systems.
  • Experience in supporting, mentoring, and coaching the PNGOs
  • Travel and/or Work Environment :40-50% travel to field
