Background & Project Description:
In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India - helping to spur investments, and accelerate economic growth. The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins.
Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal (MCA-N) entity. This position will assume a critical role in the success of MCA-N.
Position Objective:
The Manager - Administration and Human Resources under the supervision of the DED/DCEO, Administration and Management, is responsible for the daily execution, monitoring, and supervision of a range of activities supporting the overall Administration and Human Resources component, ensuring consistency with established work plans and implementation guidelines.
Duties and Responsibilities:
Human Resources Systems & Management
- Monitor administration, operations, human resources and contracts activities, ensuring that these are consistent with established MCA-N guidelines and that issues and discrepancies are resolved and reported
- Prepare organization chart, job design and conduct job evaluation and recommend changes as needed
- Execute and/or oversee a range of project implementation and support activities as defined by the project plan ensuring that these are delivered on a timely basis to support broader project initiatives and objectives, and ensure consistency of quality
- Consolidate project statistics from multiple sources and review these for accuracy and compliance with established formats to support implementation, monitoring, and analytics
- Advise DED/DCEO, Administration and Management of issues related to the implementation of the project in order ensure the continuity of project delivery
- In conjunction with the Finance function, administer payroll disbursements to employees in a timely manner, and ensure proper deduction/adjustment of taxes, benefits and allowances
Recruitment & Staffing
- Work with program managers to determine staffing needs by developing Scope of Work, and Terms of References
- Maintain current job descriptions and create new descriptions as necessary—done in conjunction with appropriate Line Project Managers, ED/CEO, and DED/DCEO
Administration & Compliance
- Be the custodian of key systems for accountability such as time-keeping, attendance, leave balance and others
- Safeguard confidentiality, privacy and integrity of HR related matters such as Grievance procedures
- Ensure Administration support to staffs with a conductive environment for workplace that protects the staffs’ well-being, health, safety & security
- Monitor project timelines and milestones, anticipate delivery issues, and ensure that staff and external stakeholders are kept informed of administration and human resources status to support overall project management and delivery
- Maintain project documentation and Operations Manuals ensuring that these are current and reflecting lessons learned to support the improvement of projects/processes
Capacity Building & Staff Development
- Provide training, support and advice on performance management and staff development plans
- In conjunction with line Project Managers, organize and lead workshops, retreats and continuing learning to boost morale, productivity and performance
- Performance Management
- Ensure a transparent, fair and accountable performance management and evaluation plan is in place
- Monitor the evaluation process at each and every staff •Provide guidance and advise as they carry out evaluations
Requirements (Education, Experience, Technical Competencies):
- Must hold Bachelors’ Degree (minimum) and Master’s Degree preferred from a recognized institution in Human Resources Management, Business Administration, Business Information Systems, Public Administration, Economics, Social Sciences, Humanities or equivalent fields
- Seven (7) years of experience or more preferred (accumulated after acquiring Bachelor’s degree), in managing the HR function, in managing projects of similar size, and managing direct reports of at least 5 personnel
- Experience in acquisition of human resource through: HR planning, recruitment, selection, orientation, and employee socialization
- Experience in taking the lead in the interview process for new recruitments, while making sure the organization benefits from the intake of most qualified candidates
- Experience in preparing organization chart, job design and conduct job evaluation and recommend changes as needed
- Experience in managing and administering compensation/benefits while recommending more cost effective ways of offering/administering such benefits
- Preparing and managing operational budgets for hiring, evaluating the administration, procurement and hiring processes, negotiation and awarding the contracts, and managing the recruitment, selection and hiring of new staffs and consultants and contractors for a timely and quality implementation
- Multilateral donor funded projects in the directly relevant sectors will be preferred; completed project references will be given additional advantage
- Experience in administration and HR in the context of international development program management is desired
