Position Title: Livelihood Officer 

Duty Station: Damauli, Tanahun

BACKGROUND:

Support Activities for Poor Producers of Nepal (SAPPROS) is a Nepali National non-governmental organization (NGO) that has been assisting rural communities to reduce poverty for the past 30 years. SAPPROS has outreached in 52 districts through various developmental and livelihood projects, majority of them are remote and ranks lowest in overall development index of the country. It focuses five holistic approaches of development: (a) Organizational development and Capacity Building; (b) Infrastructure Development, WASH and DRR; (c) Agriculture, Livelihood and Enterprise Development; (d) Climate Change and Emergency Management and (e) Health and Nutrition. It follows the principles of integrating institutions, infrastructure and resources by mobilizing and enhancing local capacity in order to achieve sustainable development and increase resilience of women, poor, marginalized and vulnerable groups. SAPPROS Nepal is implementing “Resilient Communities through Vulnerable Earthquake Recovery (ReCoVER), funded by Catholic Relief Service (CRS) Nepal in 15 rural/municipalities of five districts, namely Kaski, Tanahun, Lamjung, Chitwan and Makawanpur. The projects aims at improving livelihoods of the earthquake affected people and improve WASH facilities in the project districts.

Job Purpose

The position is responsible for designing, planning, implementing and reporting of livelihood improvement interventions to the earthquake affected vulnerable people through on-farm, off-farm and non-farm based livelihood interventions.

General Position Summary

The Livelihood Officer will be working directly under the supervision of Program Coordinator of SAPPROS/ReCoVERproject. This is a full-time position based in Tanahun Cluster/ Office with frequent travel to the project districts within the Cluster. The Livelihood Officer will be responsible for overseeing the overall livelihood interventions in the project working rural/municipalities. The overall responsibilities include participant selection for livelihood intervention as per the project criteria, program planning, smooth implementation of the livelihood interventions, capacity building of the participants, project staff and other relevant stakeholders for quality assurance of the activities implemented in the assigned cluster/district. He/she will work closely with a multi-disciplinary project team of donor and other partners at a high standard. He/she may expect to work under complex and challenging environment within limited resources.

Roles, Responsibilities and Output Expectations

1. Program design, management and monitoring

  • Lead on conducting assessments (including market assessments) of potential livelihood interventions in collaboration with donors and other sectors and the shaping of detailed activity plans in the project area, in accordance with the Project Framework.
  • Actively involve in the preparation of Detailed Implementation Plan (DIP) of the livelihood activities in coordination with the team members and implement them accordingly.  
  • Compilation of data and information from the field and generation of weekly, monthly and periodic reports as required.
  • Build up linkage and coordination with district level government and non-government line agencies for leverage and cost sharing in the livelihood components.
  • Support in documentation of learning from the results of the project learning such as case studies, success stories, best practices and challenges; prepare materials for publications and wider dissemination in a coordinated way.
  • Ensure integration of gender equity and social inclusion (GESI) and safeguarding as cross-cutting themes in all activities implementation in the field.
  • Be proactive in bringing innovations and take new initiatives in the project
  • Handle other deemed activities as instructed by the senior members.
  • Effectively contribute to the preparation of the project activity plans, especially on livelihoods component including the formulation of the livelihoods-based projects documents, where appropriate.
  • Lead and/or support field-based livelihood team in the planning (work plan and budget), implementation, monitoring and evaluation of all the activities related to sustainable livelihoods development, especially for promoting employment and income through increasing agricultural productivity, market access and small and medium enterprise development.
  • Monitor activity progress and determine necessary actions to course correct
  • Provide project and/or activity reports that are timely and meet institutional and donor requirements
  • Develop and maintain strategic relationships with local partners, local service providers and local governments.
  • Represent the project at livelihoods sector and other related working groups and other stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for the project and SAPPROS Nepal
  • Facilitate donor visits to project sites as appropriate
  • Work constructively with support teams to ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc.
  • Frequent travel to the project sites and provide support to team as needed.

2. Team management

  • Provide leadership to the livelihood team, ensuring clarity over plans and priorities, encouraging effective team-work; including working in coordination and collaboration with the other sectors and overall project team
  • Manage livelihood team to complete program goals on time and on budget as per the agreement
  • Provide supervision, guidance and monitoring for livelihood staff, ensuring clarity over project plans and priorities and encouraging effective team work
  • Manage and evaluate performance of team members, their contributions and specific outputs and providing feedbacks to show where improvements are needed and why.

3. Coordination and Liaison

  • Assist to identify potential private sector service providers and market actors in the project areas for building networking and linkages with the participants for service delivery and marketing
  • Work with the ReCoVER Cluster team to ensure that projects are clearly understood, implemented and that project documents are completed.
  • Ensure proper cooperation with donor organizations and delivery of quality services.

Qualifications and Requirements

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

1. Education

  • At least Bachelors’ degree in agriculture, agro-business, agro- or non-agro- economics, rural development or international development, Social Sciences or any other relevant field.

2. Experience

  • The candidate should have at least 3 years’ experience in livelihoods improvement related work in rural Nepal,
  • Proven ability to develop business plan, livelihood analysis, policy analysis on livelihood sector;
  • Demonstrated track record of developing and supporting design and implement agriculture/non-agriculture-based livelihood development, micro-enterprise development activities;
  • Sound understanding of the sustainable livelihoods development approaches;
  • Working experience with vulnerable people, including women, ultra poor, persons with disability and elderly people.
  • Experience in working with local government and private sector service providers/market actors on agriculture/livelihood related activities;
  • Excellent communication and interpersonal skills to be able to carry out capacity building for all stakeholders;
  • Experience of working with earthquake affected communities would be an advantage.

3. Essential skills

  • Proficiency in written and spoken English and Nepali.
  • Experience in carrying out baseline study, monitoring and evaluation of the events.  
  • Excellent documentation and report writing skills. 
  • Proficiency in using Microsoft office (including Microsoft Word, PowerPoint, Excel)
  • Sensitive to poverty, cultural diversity, gender and social inclusion. 
  • Good team player and effective communicator. 
  • Work independently with minimum guidance, demonstrated ability to work in complex environments under tight deadlines.
