What will you do?

USAID Learning for Development seeks individual consultancy service to provide support in facilitating co-creation workshops for USAID Nepal’s Integrated Nutrition Activity in the Health Technical Office portfolio.

The USAID Learning for Development Activity is a 5-year award led by Bixal Solutions, Inc. that provides USAID/Nepal with technical and advisory services in planning, designing, conducting, and learning from the monitoring and evaluation of the Mission's strategies, projects, and activities in an efficient manner. USAID Learning for Development supports USAID/Nepal by providing services including a) learning and knowledge management; b) evaluations, assessments, and other studies; c) performance monitoring technical support; d) capacity building; and e) development outreach and communications support.

USAID/Nepal has a substantial history of contributing to nutrition sector in Nepal. USAID Nepal is in the process of designing and implementing a new Integrated Nutrition Activity. USAID employs a risk-centered strategy to enhance support for marginalized communities and stakeholders, empowering them to co-design solutions.  USAID Integrated Nutrition activity aims to reduce malnutrition among women, children, and adolescents in Nepal’s underserved and marginalized communities. This activity will tackle direct and underlying determinants of malnutrition in Nepal, while strengthening the national and sub-national enabling environment. By directly engaging and supporting provincial and municipal governments, and by working with and through local community-based and civil society groups and organizations, the USAID Integrated Nutrition activity will increase the capacity of local actors to manage, plan and implement multi-sectoral nutrition programs at the municipality and community levels. In order to utilize the major learnings from the past program experiences and collect suggestions and inputs from the key relevant stakeholders in the activity design process USAID intends to organize a 4-day co-creation workshop bringing together the apparently successful applicant, relevant stakeholders to facilitate the effective activity design and implementation of the USAID Integrated Nutrition Activity.

Purpose and Objectives of the Assignment

The primary objective of this assignment is to facilitate a 4-day co-creation workshop being held tentatively in the week of 22 April 2024 in Kathmandu. The overarching aim of the co-creation workshop is to enhance meaningful engagement and gather inputs from the major stakeholders for designing and developing meaningful program activities and implementation plans, mainly focusing on strengthening the integrated nutrition service delivery for women, children, and adolescents in Nepal’s underserved and marginalized communities. We are hiring a lead facilitator and a co-facilitator to facilitate this workshop, with logistical support from USAID Learning for Development.

The lead facilitator consultant will review activity related documents and other pertinent materials aligned with the goals and objectives. The lead consultant is responsible for facilitating the sessions as per the workshop agenda. Following the delivery of the sessions, the consultants should compile a comprehensive work completion report. This report should summarize the significant insights gained during the sessions and outline their implications for future programming endeavors.

Assignment, duration, and level of effort

The actual preparation activities for the co-creation workshop will begin from the beginning of April 2024 so the consultant is expected to attend a few brief preparation meetings before the actual co-creation workshop. This consultancy is estimated to require approximately 15 person-days for the consultant, encompassing preparatory work, review of documents, regular check-in and preparatory meetings, actual workshop facilitation, and completion of reporting. Additionally, it is noteworthy that the consultant will be precluded from working on any procurement resulting from these consultations.

Timeline

The tentative timeline for the co-creation workshop has been planned for tentatively on the week of 22 April 2024. The actual dates will be determined soon. The assignment will require a total of 15 days of engagement between the 10 April to 10 May 2024.

Responsibilities:

  • Participate in the preparatory meeting together with USAID team, apparently successful applicant for the activity and USAID Learning for Development team, as required.  Review the Integrated Nutrition Activity documents and related materials to prepare the appropriate workshop materials in English and Nepali as relevant.
  • Lead and facilitate the co-creation workshop – 4 days’ workshop.  
  • Prepare the work completion report, highlighting key learnings and providing recommendations for designing the implementation plan of the Integrated Nutrition Activity.

Deliverables:

  • Participation in the preparatory meetings with USAID, apparently successful applicant, relevant stakeholders, and the USAID
  • Learning for Development Team. 
  • Lead the development of workshop facilitation materials in English and/or Nepali as relevant. 
  • Contribute to the development of the workshop agenda and discussion sessions modality.
  • Lead and facilitate 4 days co-creation workshop possibly being held in Kathmandu. 
  • The work completion report with details of workshop outputs and learnings for activity co-creation and design.

Qualifications:

  • Master's degree in public health, nutrition, or a related field, along with five or more years of relevant experience.
  • Proven experience in integrated nutrition programing, health system strengthening, nutrition activity design and implementation focusing on women, youth, and marginalized groups.
  • Excellent facilitation and workshop conduction skills in English (and Nepali) as required. 
  • Familiar with Nepal’s multi-sectoral nutrition, health and food related policies and longer-term plans.
  • A high level of professionalism and experience in engaging with national and sub-national governmental stakeholders, as well as with civil society organizations (CSOs).
  • Good written and verbal communication skills in English and Nepali.
