Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of reference for Landslide Susceptibility Mapping and Establishment of Landslide Early Warning System in Baitadi

1.0  Background

Oxfam has been working in Nepal for 40 years to support the Government of Nepal with the vision to create a just society without poverty; a society in which all women and men live a life of dignity, enjoy their rights and assume their responsibilities as active citizens of Nepal. Through its different programs, it aims to provide people with livelihood opportunities, ensuring that development-related activities are demand driven and sustainable and that the most vulnerable are empowered to claim their rights. As defined by the new Country Strategy (2020-2025), Oxfam will work in three inter-connected thematic sectors; 1) Gender Justice, 2) Resilience and Climate Justice and 3) Water Governance. By working in these sectors, Oxfam aims to provide people with opportunities to reduce poverty, vulnerability, and inequality, ensuring that development-related activities are gender sensitive, socially inclusive, demand driven and sustainable, and that the most vulnerable are empowered to claim their rights. Oxfam works in close coordination with national and local governments and civil society organizations to support marginalized, socially excluded and economically poor communities. 

Oxfam Nepal is implementing a Landslide Susceptibility Mapping for Advanced Preparedness and Response in Baitadi district (LS-MAP) in two municipalities of Baitadi district. The overall objective of this project is to save life, properties, and livelihoods of people of from recurring landslides. The project will benefit 60,146 people of Dasarathchand (31,786) and Patan municipalities (28,360) of Baitadi district. Through this proposed project Oxfam Nepal and its partner would like to achieve the following:

  • Preparation of landslide susceptibility plans and maps of Patan and Dasarathchand municipalities of Baitadi district, where GREEN project is being implemented. 
  • Preparation and/or improvising landslide early warning system for the areas 

To implement part of the project, we are seeking service of national consultants. 

2.0  Objectives and scope of assignment 

The objectives of this consultancy are 

  • to prepare landslide susceptibility map of Patan and Dasarathchand municipalities of Baitadi district, 
  • to identify appropriate location for installing telemetric rainfall station in coordination with DHM and local government
  • to develop landslide alert mobile application linking with the telemetric station and DHM nearby stations through using latest technologies including drone where applicable 
  • to train local communities, humanitarian actors and local government representatives on DRR, focusing on flood and landslide

3.0  Methodology 

Consultant is requested to present the methodologies for this work. However, it should consist of latest technologies including use of drone, approaches and methods on susceptibility mapping and early warning. If consultant has proven/tested methodology or prototypes, we encourage to replicate those in the areas. The methodology should be consulted with local communities, stakeholders and other humanitarian actors and should be approved by relevant Oxfam Nepal authority. 

4.0 Task, deliverables, and suggested timeframe for consultant 

The following are deliverables excepted from the consultant.  

  • Develop landslide susceptibility map of Patan and Dasarathchand municipality
  • Establishment of landslide alert mobile application linking with the telemetric station including DHM nearby stations 
  • Development, testing and rolling out of landslide mobile application
  • Training to 200 participants on landslide alert system including DRR basic components. 
  • A final detailed narrative report of the work including the further recommendation for the sustainability of the intervention.

The suggested time framework for this consultancy is mid-March 2023. The consultant is requested to prepare a realistic plan in consultation with Oxfam Nepal 

5.0  Management Responsibilities 

The primary reporting officer for this assignment will be Oxfam’s technical coordinator. However, the consultant should include and ensure participation of thematic leads for resilience and climate justice gender justice. 


6.0  Budget and terms of payment

Disbursement plan: 30% of the agreed amount will be disbursed after receiving inception report and upon the satisfaction of reporting officer whereas remaining 70% of the agreed amount will be released after receiving final report and upon the satisfaction of reporting officer. 

7.0  Profile of the firms and/or consultants 

This consultancy will be carried out by an experienced and qualified consultant/firm. The consultant/firm will be selected through a competitive and transparent process. A suggested consultant team shall include one lead consultant, subject matter experts, field enumerators, and data analysts. Required expertise, experiences, academic qualifications, and competencies of the firms and team members should include: 

  • Masters in in engineering, soil sciences, disasters risk reduction, environmental science or earth science
  • Previous experience of conducting similar works/developing mobile apps  
  • Knowledge of the project areas/district would be an additional advantage.

  • Contact detail (Name, designation, organization, email ID and phone no.) of 2 referees for similar work

9.0  Proposal review/scoring criteria

The total score is 100 points that include 70 points on technical expertise, organizational profile, understanding of the assignment, study design and methodology, and 30 points on budget plan.

10.0  Ethical consideration 

The Consultant will be required to take all the necessary actions to handle the collected data responsibly (see Oxfam Responsible Data Policy) to ensure data privacy, anonymity, and confidentiality.

We will do everything possible to ensure that only those who are suitable to work within our values are selected to work for us.  

12.0  Confidentiality/Non-disclosure 

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise. 

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise. 

The consultant will be required to sign a non-disclosure/confidentiality agreement as part of their undertaking of this work. 

13.0  Intellectual property, copyrights, and ownership 

Oxfam shall retain all reference materials provided as background used by the Consultant in the delivery of this assignment.  All arising intellectual property, ideas, materials, processes, or processes formed in contemplation, course of, or as result of this work shall be passed to Oxfam without restriction. Copyright of all arising documents, data, information, or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information, and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam 

14.0  Response
