IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Details / requirements:

The position is based in the Swiss Red Cross Country Coordination Office in Kathmandu with 50 percentage of field in SRC supported programe. The purpose of the mission is to enhance the efficiency, effectiveness, and sustainability dimensions of the ongoing and upcoming DRM projects in Nepal. The DRM Officer strengthens the implementation teams’ management and technical capacities in order to enhance the quality of programmatic interventions that ensure attainment of agreed project results and outcomes. Furthermore, the Senior DRM Officer is responsible for lobbying/liaising with relevant state and non-state actors in order to obtain strategic support necessary for the pursuit of programmatic goals. The Senior DRM Officer actively supports the Country Coordinator in reinforcing SRC’s profile in the country.

Role and Responsibilities

Management & Technical Support

  • Support NRCS in implementing projects in accordance to approved project documents and ensure that the partner complies with institutional policies and procedures.
  • Support NRCS in monitoring budget spending and provide guidance in analysing budget variances on a monthly basis and enable to act upon findings.
  • Support NRCS in developing and strengthening engagement strategies with local government authorities on disaster risk management, including planning and budgeting; and to explore potential opportunities for partnerships and collaboration.
  • Support project staff, volunteers and stakeholders in the implementation of the cross cutting elements such as Red Cross Principles, Gender Equity and Social Inclusion, Good Governance as well as good practice in the DRM sector.
  • Work alongside NRCS DM Department, as well as related district chapters, authorities and stakeholders in promoting and engaging NRCS with multiple stakeholders and assist to position NRCS as a relevant Government partner in the Ministry of Local Development and Federal Affairs.
  • Develop terms of reference and commission external support for projects, partners and the Country Coordination Office.
  • Undertake research and documentation to further enhance programmatic quality and visibility.
  • Inform the line manager about developments, policy updates, challenges and issues in the DRM sector.
  • Support strengthen delegation preparedness for effective response from the delegation and support NRCS during disasters.

Capacity Building and Mentoring

  • Design and facilitate capacity building, training and mentoring of partners on a variety of priority themes including governance, urban/rural disaster risk management and climate change adaptation, advocacy and how to develop opportunities for partnerships and collaboration.
  • Strengthen the capacity of District Chapters and stakeholders through regular field visits, support and feedback.

Monitoring, Evaluation and Learning

  • Ensure that transparent monitoring tools are in place for data collection; to track the status of Logframe indicators and to feed results into programme activities.
  • Produce timely narrative reports according to defined templates.
  • Ensure regular monitoring sustainability elements of the DRM projects to ensure effective exit of the project.
  • Contribute to the development of case studies, gap analysis and best practices.
  • Support NRCS to disseminate and to apply learning emerging from government engagement and social accountability with the RC/RC Movement and the DRM sector 
  • Liaise and exchange with international and non-governmental organizations working in DRM with a thematic focus similar to the projects supported by SRC..

At least university degree in disaster risk management or relevant discipline such as - civil engineering, natural resource management, environment science, etc.

Substantial experience (at least 3 years) of management of DRM/R project portfolio and project monitoring.
