SNV is seeking qualified energetic Nepalese nationals for Quality Control Supervisor (Engineer) for WASH Infrastructure Activities for SWACHCHHATA Project.

The SWACHCHHATA is a 5 years (2016 – 2021) Project covering 4 districts (namely; Dolpa, Salyan, Jajarkot and Rukum) of the Mid-Western Development Region. SNV is leading the implementation of USAID’s SWACHCHHATA project to empower some of Nepal’s most vulnerable communities to advance their health status through well-maintained infrastructure in health facilities, and good governance, informed people, and equitable access pertinent to health and hygiene. SWACHCHHATA, meaning “cleanliness” in Nepali, is integrating water, sanitation, and energy infrastructure into health service delivery, and increasing communities’ and health facilities’ capacity for corresponding infection prevention measures and hygienic behaviors.

SWACHCHHATA is working extensively with relevant stakeholders at the community, rural municipality, district, state, and national levels to activate stronger governance and community ownership structures, and to establish a solid base for the project’s sustainability. 

SWACHCHHATA is implemented by SNV and our partner Population Services International (PSI), with additional support from the Sustainable Infrastructure Development Foundation (SIDeF) and the Alternative Energy Promotion Centre (AEPC).

SWACHCHHATA’s Activity Description

The project is working on WASH and renewable energy infrastructure investments in HFs in the four districts.  The project works extensively with stakeholders at the village, community, district, and national level to strengthen community ownership, activate stronger governance structures, and establish a solid base for project sustainability. SWACHCHHATA is providing a series of intensive trainings that target medical and management staff at the HFs along with members of various community based committees. These trainings cover a range of topics including proper facility maintenance procedures, sanitation systems development, proper hygiene and infection prevention at the facilities, and the development of best practices for effective and consistent engagement in Behavior Change Communication (BCC).

Job Description

Objective and Tasks

The Objective of this assignment is to support HHA quality control of WASH construction. The construction works include new construction/renovation of water supply system (Intake, transmission pipe line, Ferro-cement RVT, supply to Health facilities etc.); new construction/renovation of toilets, improvement of internal plumbing works and construction of septic tank/soak pit, placenta pit, burial pit. In this phase, the construction works will be carried out in 28 health facilities (Dolpa -5, Rukum-10, Salyan-7 and Jajarkot-6). In total we will be working in 80 health facilities of four districts.

Specifically, tasks will include but not limited to:

  • Monitor WASH infrastructure construction to ensure
    • quality of works at sites are as per the drawings and the Engineering Norms & Standards.
    •  timely completion of the works as planned.
  • Guide the team ( Overseer, Sub-overseer, site supervisor) involved in the construction process to ensure better quality works.
  • Coordinate with district team regarding the construction works.

Qualifications

Education and work experience : Bachelor in Civil Engineering with minimum 3 years experience in construction of building and WASH projects or Diploma in Civil Engineering with minimum 5 years experience.

Required Experience and Skills:

  • Experience in projects implemented by communities will be given priority.
  • Ability to travel frequently to construction sites.
  • Good communication/team work skill.
  • Ability to work under pressure and within the tight timeframe/deadline.
  • Ability to multitask and deal with stressful situation

Additional Information

Period of Performanace : From 1st December 2018 to 30th March 2019 (can be extended as per project need)

Duty Station : Nepalgunj with frequent field visit in project working districts Dolpa, Salyan, Jajarkot and Rukum. (accommodation will be provided for non-residence)
