Position title: Monitoring & Evaluation Officer

Reports to: District Programme Manager 

Location: DISTRICT OFFICE, MAKWANPUR- HETAUDA

Function: Monitoring and Evaluation

Work Area: Anti Trafficking and Child Protection 

Esther Benjamin Memorial Foundation (EBMF) is a non-political, non-profitable, non religious and non-government organisation constituted with its only aim to provide social service. Since its inception in 2007, it has been working for the welfare of the marginalised, backward and poor children who are trammeled by the multiple social problems, living in vulnerable condition, at risk and always in need of immediate support.

Job purpose: The incumbent will be responsible for data collection, analysis, and tracking project performance as well reporting for several projects. S/he will also ensure quality implementation throughout the project cycle. 

Key Responsibilities

  • Planning and Design
    • Design the monitoring and evaluation tools and forms for the project.
    • Participate in project planning process including Project, Resource, Financial, Quality, Risk and Reporting plans
  • Data Management
    • Oversee monitoring and evaluation data collection activities, including logistics of form distribution and collection
    • Monitor the Project Performance plans and provide key information to management for planning/decision  making
    • Participate in the design, data collection and analysis of surveys and routine data
    • Facilitate utilization of data for decision making and documentation of best practices/lessons learnt
  • Evaluation, and Reporting
    • Participate in the development of the evaluation design, tools, protocols and procedures for the project
    • Generate reports in compliance with the organizations and donor procedures in the agreement
    • In accordance with donor requirements, create or maintain procedures for capturing and publishing  monthly, quarterly and annual project technical reports
    • Review and provide feedback to reports by affiliates
    • Identify opportunities for operations research during implementation
    • Prepare the M&E reports for submission to the District Programme Manager
    • Ensure data quality through conducting quarterly DQA/RDQA and reporting
  • Resource Mobilization
    • Take part in resource mobilization through participation in proposal development with other program staff.
    • Design, implement and evaluate projects with an aspect of resource mobilization

Eligibility

  • Bachelor Degree with at least 3 years of relevant experience/ Master Degree with minimum 2 years of experience in project monitoring and evaluation. 
  • Ability to analyze and utilize program development gaps to designing project
  • Experience in developing and coordinating data collection, processing and analysis systems
  • Competence in qualitative and quantitative study design and implementation as demonstrated in the samples of previous work.
  • Candidate with  M&E training from a recognized institution and professional training in Project Management would be preferred

Knowledge and skills

  • Familiarity with principals and contemporary approaches to M&E using both quantitative and qualitative methods
  • Excellent command of computers and statistical software, especially experience with MS Access Excel, SPSS or STATA.
  • Able to priorities work, multi task and meet deadlines 
  • Strong IT, analytical skills and attention to details.
  • Excellent report writing skills
  • Ability to adapt frequent travel to the field 
  • Ability to ride motorcycle with valid driving license

Working hours are normally 9 am to 5 pm, Monday to Friday, with break for lunch. However, the post holder may need to frequently work out of hours or at weekends. The employment is on a contractual basis and renewable.
