This post will lead all financial and administration activities for the ADB TA-9215 NEP:  Supporting School Sector Development Plan – Program Management, Coordination and Technical Support Team service contract package, which is expected to be implemented by the British Council. 

CONTEXT AND ENVIRONMENT

The Nepal Operation

The British Council has had a presence in Nepal since 1959. The British Council office in Nepal has been active in improving the teaching and learning of English, education sector projects and partnership programs, education promotion, UK examination and policy dialogue activities. British Council has also delivered range of Education and Skills programmes in South Asia.  

The Finance and Administration Manager is accountable for successful financial management of the service contract package for TA-9215 NEP:  Supporting School Sector Development Plan – Program Management, Coordination and Technical Support Team.   S/he is responsible for overseeing and managing all administrative and financial aspects of the project including financial planning, reporting and analysis for the British Council. 

This includes, but is not limited to, planning and budgeting, forecasting, financial control, development of financial protocols, procurement, financial risk management, cash flow forecasts, audit management, tax liaison, managing office costs, and client invoicing in accordance with both ADB requirements and British Council corporate standards.   

Experience, Skills and Qualification:

  • Over 5 years’ work experience leading financial management on donor funded projects (preferably ADB funded projects).    
  • Management experience and ability to line manage team of professional colleagues.    
  • Proven experience of contract and procurement management. 
  • Track record of leading finance functions in international/multinational organisation in similar context / project.
  • Proven experience of managing partners and sub-contractors in delivering programme objectives and activities.
  • Proven experience of stakeholder relationship management.     
  • Professional qualification in finance and/or accounting or equivalent.
