About Aasaman Nepal

Aasaman Nepal (ASN) is one of the leading Terai based NGOs led and managed by social activists since its establishment in Dhanusha, Janakpur in 1999. ASN has been engaged in developing and implementing programme aimed at protection, promotion and fulfillment of child rights in Nepal. It has been working in more than 12 projects covering 15 districts of Nepal. It works in close collaboration with local institution and authorities in partnership with development partners like UNICEF, UNESCO, VSO, UN Women, European Union, Welt Hunger Hilfe, Lutheran World Relief, People in Need, Swiss Contact, Norwegian Embassy, Population Service international, Street Child of Nepal, UN women, World Education, Kindernothilfe in Kathmandu, as well as governmental organizations like the Center for Education and Human Resource Development (CEHRD), MOFALD.

ASN has strong foundations at local level with marginalized people and their institutions including a child rights forum. It has shown its impact with rights holders and authorities in the areas of child rights, child protection, quality education and livelihood support. 

Project Background

Aasaman Nepal with the support from Lutheran World Relief (LWR) and Deutsche Welt Hunger Hilfe (WHH) has been implementing the project “Trans-boundary Flood Resilience in Kamala River Basin” since January 2018. The project aims to improve community disaster preparedness for effective response at local, district and national level by strengthening institutions complemented by national advocacy and by establishing an early warning information management system and community based disaster risk reduction, mitigation measures to contribute to improve Disaster Risk Management (DRM) and resilience of the communities towards future flooding hazards. 

The overall goal of the project is to help flood affected household of trans-boundary communities at Kamala River basin in Nepal and India less vulnerable and more resilient to monsoonal flooding.The specific objectives of the project are: 

  • To strengthen community based DRR and early warning systems of trans-boundary communities of Kamala river basin.
  • To improve the safety net options among flood vulnerable households of the community residing Trans-boundary Kamala River Basin.
  • To improve the livelihoods of flood affected trans-boundary communities of Kamala river basin.

About the Assignment

The project “Trans-boundary Flood Resilience in Kamala River Basin” is being implemented in Siraha Municipality, ward no: 5, 6, 12, 13 and 17.In early 2018, the project had commissioned a third party baseline survey in the target communities. Since the Project is going to end in December 31 2019, Aasaman Nepal intends to conduct an independent end-line survey to determine the changes delivered by the project across all five impact areas mentioned above and undertake comparative analysis against the baseline survey indicators. Moreover, the end-line assessment is intended to assess the progress made by the project in fulfilling its agreed objectives through the planned activities; to evaluate the relevance of the project to the implementation areas; and to assess the efficiency and effectiveness with which resources have been used to generate results and achieve project objectives.
