Background

KOICA Inclusive Rural Development Project in Bardiya (IRDB) District, Nepal targets eight Municipalities within Bardiya District, Lumbini Province, Nepal, and aims to vitalized local economy focusing on Agriculture and Ecotourism Value Chain through Locally Initiated Projects (LIPS). 

LIP (Locally Initiated Project) is being implemented in collaboration with the Government of Nepal and the Government of the Republic of Korea and are managed by the Project Management Consultancy Korea Institute for Development Strategy (KDS) and Global Expert Hub Consultancy (GEH).

Korea Institute for Development Strategy (KDS) invites Expression of Interest (EOI) from qualified audit firms or financial consulting firms to provide Financial Management, Procurement Support, Capacity Building, Compliance Monitoring, and Independent Audit Services for the  KOICA Inclusive Rural Development Project in Bardiya (IRDB) District, Nepal.

Requirements for the Consulting Firm

• Be legally registered and currently operating
• Have at least 5-7 years of experience in accounting, auditing, financial management, and procurement
• Demonstrate experience in donor-funded projects
• Have prior working experience in Cooperatives and Local Governments
• Have experience in auditing infrastructure and construction projects.
• Have a professional team with relevant expertise in financial/accounting training, financial management, statutory audit, internal audit, independent/external audit, cooperative audit, and related areas.
• Work Plan and Timeline, for forty months (2026 4th quarter–2029 4th quarter)
• Copies of legal registration and renewal documents.

The selected consulting firm will be responsible for providing technical support and services covering accounting and financial management training, financial management and procurement support, compliance verification, quarterly financial settlement verification and independent quarterly audit of 20 (twenty) cooperative-led projects and 8 (eight Local Government Project Management (LGPM).

Interested consulting firms are requested to submit the following documents:

• Cover letter expressing interest in the assignment
• Technical proposal 
• Detailed company profile
• Evidence of relevant organizational experience and completed assignments
• CVs of proposed key professional team members
• Company registration certificate
• VAT/PAN registration certificate
• Latest tax clearance certificate
• Any other supporting documents demonstrating compliance with the requirements of the TOR

Interested consulting firms should submit their Expression of Interest via email to irdbbardiya.project@gmail.com along with the required documents by 07 September 2026 before 5 PM. 

The KOICA IRDB Project reserves the right to cancel or modify this Expression of Interest at any stage, with or without prior notification. The priority will be given to the audit firms of Bardiya and Banke district.
