The position is a part of Monitoring, Evaluation, Accountability, and Learning Unit headed by the Senior MEAL Manager, under Programme Development and Quality Department.  The key role of the Information Management Specialist is to develop and functionalize an integrated and streamlined information management system that provides required near real-time information to internal and external audiences/stakeholders. As a cross functional nature of this role, this position has to coordinate with different departments and units like IT, Finance, Programs, Sponsorship, and Operations. Also the position needs to have a close coordination with Field Office Staff and Provide guidance to partner NGOs and concerned teams when needed. The position is supervised and technically supported by Interim Monitoring Accountability and Learning (I-MAL) Manager. 

The purpose of the position is to systematize and manage database, informations out of database and dashboard tailored for the need of the organization to serve the requirement of programmatic, financial and advocacy related information requirements for different units.   

Major Responsibilities

  • Map out what information is required for what department/ unit  to establish an information management system
  • Develop and functionalize the information collection/management tools for reporting project information like project participant’s details, Activity tracking tool and project/progress tracking tools using appropriate systems such as CommCare, field task, Horizon, IMPAQ, and so on.
  • Provide technical support for timely completion of the horizon business process like ITTs, Planning and Budgeting (P&B), Annual/Semi-Annual Reporting.
  • Streamline various sources of information into a single platform of database to make it integrated and interfacing. Sources of data may include mobile-based data, Horizon data, IMPAQ, Commcare, ODK Platform, Sharepoint, IPAS/ SunsSystem data.
  • Work on the content of the information in coordination with I-MAL Manager, Evaluation and Research Manager, Technical Heads, Sponsorship Manager, Operations team, Support service team, GAM, and Advocacy Manager. 
  • Develop and update the data management and visualization platforms for progress tracking and analytical presentation. 
  • Conduct a technical review of the Applications with IT, together with IT and MEAL staff (as per need).
  • Obtain guidance and updates related to system compliance and reporting requirements
  • Work with IT with regards to the system development and other technical business. 
  • Work with the Nepal Innovation Lab to explore possible innovative ways for information management and presentation. 
  • Work with Field Operations with regard to a smooth flow of data and troubleshooting
  • Work with I-MAL Manager and ER Manager of the MEAL Unit with regards to M&E data. 
  • Work with relevant team for supporting to SWC, and other compliance based reporting.
  • Build organizational capacity on collection and management of the data from the valid and reliable source.
  • Work closely with Field Office MEAL for efficient implementation of program management systems with quality of information
  • Support Partner NGO staff for clarity in understanding of the process and steps of program/project information management.

Requirements Include:

Required Professional Experience

  • A 2-3 years proven record of information management for community based programmes  

Required Education, training, license, registration and certification

  • Bachelor’s degree in information technology, software engineering, Computer Application, IT, statistics, CIS, or relevant subjects
  • Data management, analysis, and presentation using advanced Excel, MySQL, SQL Server, ODK, Commcare, PowerBI, Arc/Q GIS, and Python. 
  • Good knowledge about project indicators, project monitoring and reporting methods, and project cycle. 

Preferred Knowledge and Qualifications

  • Cross-functional management experience in an I/NGO, UN/ bilateral organizational environment
  • Knowledge of humanitarian industry
  • Skill on coordination, planning, facilitation skills
  • Basic knowledge on log-frame
  • Basic principles on Humanitarian and Programme Accountability
  • Demonstrate collaboration & team building skills
  • Excellent oral and written English or Nepali communication skills
