The Nepal National Social Welfare Association (NNSWA) was established in 1990. In 1994, NNSWA was registered with the District Administration Office, Kanchanpur, and affiliated with the Social Welfare Council in Kathmandu. Over the years, NNSWA has grown into one of the leading development organizations in Sudur Paschim Province, Nepal, implementing a wide range of integrated, community-based development programs throughout the province. Sudur Paschim Province constitutes the core program area of NNSWA. The districts of the former Far Western Development Region are characterized by poor development indicators, high levels of male migration to India, inadequate infrastructure, significant caste- and gender-based disparities, and extensive deforestation. These conditions provide a strong rationale for NNSWA’s development interventions in the region. NNSWA’s programs are organized into four major sectors: (Education and Early Childhood Development, General Health and Reproductive Health, Nutrition, Disability and Health, Drinking Water, and Sanitation, Community Development through Social and Economic Upliftment, Natural Resource Management (Disaster Risk Reduction and Management [DRRM], Climate Change Adaptation [CCA], and Humanitarian Response)

1. Organizational and Programme Background
Nepal National Social Welfare Association (NNSWA) has worked for more than three decades with communities, government institutions and development partners in Sudurpaschim Province. Its areas of experience include disaster risk reduction and management (DRRM), climate change adaptation (CCA), humanitarian response, education, health, livelihoods, HIV and AIDS, nutrition, physical rehabilitation services for persons with disabilities, leprosy-related programming and other community-development sectors.
In partnership with Mercy Corps Nepal, NNSWA is implementing the Climate Resilience for Communities (CRC) Programme to strengthen climate resilience and disaster preparedness at local and watershed levels.
The Doda Watershed covers approximately 946.2 square kilometres across parts of Doti, Kailali, Dadeldhura and Kanchanpur districts. It includes Jorayal, Chure, Laljhadi and Alital rural municipalities and the municipalities of Godawari, Belauri, Krishnapur, Punarbas, Shuklaphanta and Parashuram.
The Doda Watershed Multi-Stakeholder Platform (DODA MSF) was formally established on November 7, 2023, to advance watershed-level disaster risk reduction, early warning, climate action and resilience-building. Strengthening and institutionalizing the platform is important for mobilizing collective action, resources and knowledge across upstream and downstream communities.
NNSWA therefore invites applications from qualified candidates for the position of Information Management Officer. The position will be based at the LEOC of Shuklaphanta Municipality and will provide technical support to the LEOC and secretariat support to DODA MSF.
2. Position Purpose
The primary purpose of the Information Management Officer is to strengthen local disaster-information management, support effective LEOC operations and enable timely, evidence-based decision-making. The officer will collect, verify, analyse, visualize and disseminate disaster- and climate-related information and will support early-warning communication, emergency reporting and coordination with relevant authorities.
As a secondary function, the officer will serve as a secretariat resource to DODA MSF, support coordination among watershed municipalities and stakeholders, contribute to watershed-level events and studies, and assist in identifying partnerships and resource-mobilization opportunities for resilience initiatives.
3. Key Responsibilities
A. Information Management and LEOC Operations
- Maintain and regularly update disaster-risk databases, information systems, resource inventories and emergency contact directories.
- Establish and apply procedures for data collection, verification, quality assurance, storage, protection and sharing.
- Collect, compile, analyse and visualize disaster-, hazard-, vulnerability-, exposure- and climate-related information.
- Update and manage the Disaster Management Information Portal (BIPAD) and other approved information platforms used by the municipality and relevant authorities.
- Prepare situation reports, incident updates, dashboards, maps, presentations and briefing materials for decision-makers.
- Submit required information and reports to the Provincial, District and National Emergency Operation Centers in accordance with approved reporting protocols.
- Maintain LEOC records, including available resources, Local and Community Disaster Management Committee contacts, early-warning communication channels and emergency response documentation.
- Receive, interpret, adapt and disseminate officially approved heat, flood and other disaster-related advisories issued by the Department of Hydrology and Meteorology (DHM), the National Disaster Risk Reduction and Management Authority (NDRRMA) and other authorized agencies.
- Support the establishment, testing and strengthening of early warning systems (EWS), including communication trees, message templates, dissemination protocols and feedback mechanisms.
- Support the LEOC during emergencies and maintain readiness for extended working hours or on-call duties when required.
B. Coordination and Institutional Strengthening
- Provide secretariat support to DODA MSF, including meeting schedules, agendas, minutes, action trackers, correspondence and follow-up.
- Coordinate with Local Disaster Management Committees (LDMCs), Community Disaster Management Committees (CDMCs) and municipal focal persons across the watershed.
- Maintain regular coordination with municipal governments, district stakeholders, humanitarian partners and community institutions.
- Liaise with the Provincial Emergency Operation Center (PEOC), District Emergency Operation Centers (DEOCs), Nepal Red Cross Society and other disaster-risk-reduction stakeholders for information sharing and joint action.
- Support implementation, monitoring and periodic review of the DODA MSF Action Plan.
- Facilitate timely communication and information exchange among upstream and downstream municipalities.
C. Strategic Engagement and Resource Mobilization
- Facilitate collaboration among watershed municipalities for joint planning and investment in DODA MSF priorities.
- Support organization of the Doda Watershed Forums for Donors meet, including stakeholder consultations, learning visits and engagement with development partners and potential donors.
- Assist with watershed-level studies and assessments on climate-change impacts, disaster risks and resilience priorities.
- Support preparation of concept notes, evidence briefs, presentations and strategic engagement plans to mobilize resources and commitments for resilience-building initiatives.
- Maintain a stakeholder and partnership database and track agreed commitments and follow-up actions.
D. Capacity Building, Monitoring and Knowledge Management
- Organize and facilitate meetings, workshops, consultations and interaction programmes related to disaster risk reduction, climate adaptation and information management.
- Provide technical guidance and basic training to municipal and stakeholder personnel on data management, information tools, reporting systems and early-warning communication.
- Support monitoring, evaluation and tracking of LEOC, project and DODA MSF activities and commitments.
- Document good practices, lessons learned, case studies and evidence from watershed interventions.
- Support municipalities to update relevant local disaster and climate-resilience plans/frameworks (LDCRP/F) and Disaster Preparedness and Response Plans (DPRPs).
- Develop and disseminate appropriate knowledge, communication and learning products to DODA MSF member municipalities and other stakeholders.
E. Reporting and Other Duties
- Prepare monthly, quarterly, event-based and other periodic progress reports in the required formats.
- Ensure timely dissemination of verified and analysed information to authorized institutions and partners.
- Maintain organized electronic and hard-copy records in accordance with NNSWA and municipal requirements.
- Perform other relevant duties assigned by the Chief Administrative Officer and the NNSWA CRC project management team, consistent with the purpose of the position.
4. Expected Deliverables
- A functional and regularly updated LEOC disaster-information management system.
- Updated resource inventories, stakeholder directories and early-warning communication channels.
- Timely situation reports, data summaries, maps, dashboards and decision-support materials.
- Accurate records of DODA MSF meetings, decisions, action points and implementation progress.
- Periodic capacity-building sessions and technical support for municipal and stakeholder personnel.
- Documented lessons, good practices and knowledge products from watershed-level initiatives.
5. Reporting and Working Relationships
- The Information Management Officer will be administratively supervised by the Chief Administrative Officer of Shuklaphanta Municipality and works closely with CRC PC.
- The officer will receive technical supervision and programme guidance from the NNSWA CRC Program Coordinator.
- The officer will work closely with DODA MSF leadership, member municipalities, Mercy Corps Nepal and relevant government and non-government stakeholders.
- The detailed workplan, reporting arrangements, leave approval and performance-review process will be agreed by NNSWA and Shuklaphanta Municipality.
6. Required Qualifications and Experience
- Bachelor's degree in Information Management, Information Technology, Geography, Environmental Science, Disaster Risk Management or another relevant discipline from a recognized university. A master's degree is an advantage.
- At least three (3) years of relevant professional experience in disaster risk reduction, emergency preparedness, humanitarian response or climate resilience, information management, data analysis etc.
- Demonstrated experience working with government institutions, non-government organizations, humanitarian agencies or development partners.
- Experience in programme planning, monitoring, evaluation, reporting and stakeholder coordination.
- Practical understanding of weather forecasts, early-warning information and their application in disaster-preparedness and response contexts.
- Training or professional certification in GIS, data analysis, remote sensing, database management or a related technical field is preferred.
7. Technical Skills and Competencies
- Strong analytical, data-management, reporting and documentation skills.
- Practical ability to use spreadsheets and data-visualization tools; experience with GIS software and digital data-collection platforms is an advantage.
- Ability to produce clear maps, dashboards, presentations, situation reports and briefing materials.
- Knowledge of Nepal’s disaster-management system, humanitarian principles and relevant disaster-management frameworks.
- Strong coordination, facilitation, stakeholder-engagement and interpersonal communication skills.
- Ability to work independently, manage competing priorities and meet deadlines.
- Ability to work calmly and effectively under pressure during emergencies.
- Strategic thinking and the ability to identify partnership and resource-mobilization opportunities.
- Strong written and spoken Nepali and working proficiency in English; knowledge of relevant local languages is an advantage.
8. Additional Requirements
- Willingness to travel regularly within the Doda Watershed and, when required, to provincial or federal-level events.
- Willingness to remain on call and work beyond regular office hours during emergencies.
