 The American Red Cross (AmRC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.

American Red Cross is supporting Nepal Red Cross for implementation four projects for disaster risks reduction (DRR), preparedness and building organizational capacity on Planning, Monitoring, Evaluations, Reporting and Information Management (PMER-IM). The projects are funded by the USAID/OFDA, MACP and internally from earthquake appeal and covers 13 districts in provinces 1, 3 & 7.  For successful implementation of the PMER-IM project, the American Red Cross is looking for an experienced Information Management Coordinator (IM Coordinator), to work with our partner, the Nepal Red Cross Society (NRCS) to develop and roll-out an organization-wide information management system and support them with meeting the M&E requirements of various projects.

From the 1st of July 2020, American, Canadian and British Red Cross are joining Red Cross Country Consortium led by Danish Red Cross in Nepal. This position will transition into consortium position from 1st July 2020. The consortium members have had a longstanding partnership with the NRCS, collaborating during the July 2015 earthquake response and recovery operation, as well as in the delivery of disaster risk reduction, health and community preparedness programs.

 This is a Senior level position based in Kathmandu, Nepal.


Job purpose

 The IM Coordinator will support the strengthening of information management systems of the national societies and of programs implemented by NRCS that are supported by the consortium. The IM Coordinator will also provide technical assistance in overall planning, monitoring, evaluation, information management and reporting system of the NRCS as per the vision of the PMER-IM project supported by American Red Cross. The IM Coordinator will support NRCS in building systems that can be implemented by the NRCS local team. The IM Coordinator will help build the capacity of the PMER staff of NRCS while ensuring accountability to both donors and beneficiaries for the resources raised through a comprehensive and participatory information management system. The Coordinator will be involved in the project design process and also oversee the reporting system - ensuring the reports to AmCross HQ and NRCS are completed on time and are of sufficient quality. One of the key responsibilities of the IM Coordinator will be to build the capacity of NRCS local team in planning, monitoring, data readiness, information management and reporting.

The IM Coordinator will assist the MEL Manager/PMEAL Manager in supporting the delegation and NRCS for full-cycle monitoring and evaluation of the consortium, developing a methodology and tools required. The majority of the IM Coordinator’s effort will focus on supporting NRCS to develop and institutionalize the NRCS M&E/Information Management System.  This position will be support NRCS at least 50% of the time (e.g. 20 hours per work week) and workstation will be in NRCS Planning Monitoring Evaluation Reporting and Information Management (PMER_IM) Division. The position will closely coordinate with Deputy Director PMER-IM and Information Management Specialist of NRCS.

 The IM Coordinator will initially report to the MEL Manager of AmRC Nepal and, after July 1, 2020, will report to the PMEAL Manager of Country Consortium as noted below. S/he will also work collaboratively with other technical staff.

Job duties and responsibilities

 The overall responsibility of the IM Coordinator is to support the implementation of all analytical processes and outputs for the NRCS program, in close collaboration with the IFRC and Participating National Societies (PNS). The post holder will do this through constant review and enhancement, as well as through management of NRCS Planning Monitoring Evaluation and Reporting (PMER) team. The IM Coordinator will ensure that NRCS Information Management systems, policies, procedures and practices are in place for the program and will liaise with relevant network and external stakeholders in order to enhance the analytical outputs and processes where possible. Where appropriate, the IM Coordinator will be expected to suggest and guide with regards to the entire data flow for the project / programme, including providing close liaison with division to ensure provision of capacity support and mentoring for respective teams of the NRCS in the field of data collection, analysis and presentation.

 Specifically, the Information Management Coordinator will perform the following responsibilities, but not limited to:

 Capacity Building of NRCS

 ·      Identify capacity gaps of NRCS and provide technical leadership and support to NRCS and American Red Cross/consortium staff in planning and implementing IM systems and activities, data-based program decision-making, and results reporting, as well as provide necessary coaching, mentoring and training support.

·      Build capacity of NRCS staff in information management, information management system and geographic information system (GIS).

·      Support and ensure the rolling out of the MIS for quantitative and timely secondary data analysis in support to the program.

·      Support capacity building in data readiness, including building data collection, analysis, visualization, quality assurance and reporting skills.

 IM Technical Support

 ·      Support NRCS in strengthening information management system throughout the organization.

·      Develop/update the information management strategy and suggest information management products to be developed as per the strategy.

·      Ensure software licensing laws are followed as well as security and integrity and backup procedures.

·      Assess opportunities for implementation of new information technology to archive and record information.  

·      Develop a platform to share information in the form of infographics, presentations or webinars to support learning and decision-making.

·      Coordinate and facilitate the establishment of Standard Operating Procedures (SOPs), including structured data processes and workflows in close collaboration with the program.

·      Ensure appropriate capacity support, empowerment and mentoring in regard to data and Information management for the program including identifying gaps as per findings of National Society Development Plan 2020 – 2025.

·      Lead on development of revised NRCS PMER-IM framework and guide selected district chapters to appropriate implement.

·      Implement the IM & Data strategy for the NRCS department, in close collaboration with the PMER –IM capacity enhancement program.

·      Technically support NRCS Information Management Specialist in various coordination meetings, workshops and forums with partners.

·      Recommend, establish and maintain data management related systems in order to mainstream the data requirements of the project / programme.

·      Identify sources of relevant data and oversee the creation of a central data management system for project stakeholders.

·      Support the MEL Manager/PMEAL Manager to develop the overall framework for the consortium projects’ information management systems including requirements tools and reporting.

 Monitoring, Evaluation, Learning and Reporting

 ·      Assist with the reporting of program status and results.  Comply with external donor reporting requirements as necessary.

·      Support data-driven decision making, including effective reporting standards, data literacy for decision making, and linking data collection to timely action

·      Coordinate data sharing opportunities amongst Movement partners and externally and stay up to date with existing secondary data resources and open source tools

·      Work with Movement partners to validate data and ensure high data quality standards for both primary and secondary data

·      Support NRCS PMER –IM team and programme coordinator on Information Management and data related approaches, strategies and initiatives to enhance the program / programme including technical partnerships with relevant stakeholders.

·      Support the NRCS Responsible for the monthly generation of the required analytical outputs as well of the standard core Information Management products for the project and program

·      Support the MEL Manager/PMEAL Manager in the design and execution of appropriate assessments, surveys and evaluations.

·      Assist in facilitating knowledge management practices and collaborative learning processes within the consortium program portfolio.

·      Contribute to the production of materials such as presentations, annual reports, training materials and positions papers relevant to the incumbent’s area of expertise

 Relationship Building

 ·      With the MEL Manager/PMEAL Manager, build and maintain relationships with other information focal points both internally and externally to gain access to relevant sources of data and information services and facilitate information exchange.

·      Establish and ensure effective working relationships with other consortium staff members.

·      Ensure effective working relationships with NRCS counterparts and leadership.

·      Ensure effective working relationships with the IFRC Delegation Staff and Head of Office

·      Ensure effective working relationships with technical and service departments at regional and Geneva Secretariat levels.
