Human Rights Awareness Center (HURAC-Nepal) Rolpa is a non-profit making, non-partician and leading Nepali non-governmental organization (NGO) working in the areas of rural development, human rights and social justice, having strategic focus on protecting and promoting economic, social and cultural rights and right to development. Its major iterventions are towards pro-poor and pro people policies and practices through rural development (livelihood, education, protection, health and sanitation, forest, soil conservation, environment), advocacy, campaign, lobbying, networking, research and awareness raising for people's empowerment. Project Background
HURAC Nepal is implementing the Safe and Enabling Environment for Adolescent Girls and Young Women (SAFE-Girls) and Ending Child Marriage (ECM) projects in partnership with Plan International Nepal. The project aims to empower adolescent girls and young women through improved access to services, life skills, and protection mechanisms.
Duty Station
Kapilvastu Project Office (Taulihawa), with frequent travel to Rolpa and project areas.
Contract Duration
Fixed-term contract till December 2026 as per organizational policy with possibility of extension based on performance and funding availability.

Position Summary
The Finance cum Procurement Officer will support district-level financial management, procurement processes, documentation, and reporting. The position ensures compliance with organizational and donor requirements and maintains accurate financial records and procurement systems.
Key Responsibilities
1. Financial Administration
- Maintain daily financial records and documentation
- Verify bills, invoices, and field-level settlements
- Prepare payment requests, cashbooks, and advance settlements
- Ensure proper filing for audit and reporting
2. Financial Systems and Software
- Enter transactions into True book or similar accounting systems
- Maintain updated ledgers and budget tracking
- Share financial data with central office
3. Procurement
- Support procurement processes as per policy
- Collect quotations, conduct bid analysis, and prepare purchase orders
- Maintain vendor records and inventory documentation
4. Coordination and Support
- Work closely with Field Officers on financial documentation
- Support procurement planning with project teams
- Coordinate with Finance Coordinator and Project team
5. Monitoring and Reporting
- Review financial documents before submission
- Support preparation of financial reports
- Track procurement and stock records
6. Compliance and Accountability
- Ensure compliance with donor and organizational policies
- Maintain transparency and audit-ready documentation
- Report financial risks and irregularities
Qualification and Experience
- Bachelor’s degree in Business Studies, Business Management, Commerce, or related field
- Minimum 2 years of experience in finance and procurement
- Experience in accounting software (True Book or similar)
- Experience working in NGO/INGO sector preferred
- Strong skills in documentation, financial recordkeeping, and procurement processes
Required Competencies
- Strong attention to detail and accuracy
- Good communication and coordination skills
- Ability to work under pressure and meet deadlines
- Knowledge of financial compliance and procurement procedures
