Background:
1. Introduction to Geruwa Rural Awareness Association
Geruwa Rural Awareness Association (Geruwa) is a non-profit, non-governmental, grass-roots social development organization founded in 1993. It is registered in the District Administration Office, Bardiya in 2049/10 B.S. It has been working in the field of socio-economic development and improving the health status of disadvantaged, untouchable, ethnic and other poor communities in close collaboration with local government stakeholders. To boost social, economic, educational, and health status, including WASH activities for the benefit of women and children, especially in poor communities, is the main objective of Geruwa.
2. Background of the Consultancy
Geruwa aims to enhance local education, health, and WASH services through a system-strengthening approach to WASH programming. The project’s objective is to ensure access to sustainable WASH services in institutions (health care facilities and schools) by strengthening the capacity of local governments and stakeholders. This system-strengthening approach is designed to support system actors in improving the quality and sustainability of WASH services in institutions, ensuring equitable access for all populations.
In health care facilities, the project supports the government in rolling out WASH FIT and improving WASH services and healthcare waste management, as guided by the WASH FIT framework. In schools, the project promotes practical education on environment and climate. This approach is an experiential and child-centred learning model that integrates environmental sustainability and climate change education into school systems and communities. It aims to enhance students’ learning outcomes and academic performance by linking theoretical knowledge with practical environmental actions. Through this approach, children are empowered to act as climate champions- leading and promoting climate-responsive initiatives both within schools and in their communities.
While the School initiative has strengthened experiential learning and student engagement on climate and environmental issues, there is growing recognition of the need to further enhance children’s understanding through innovative and interactive approaches. Traditional teaching methods alone may not fully capture the complexity of climate change and related hazards such as floods, landslides, and glacier-related risks, which are highly relevant in the context of Nepal.
In this context, this Terms of Reference (ToR) is developed to engage a qualified consulting firm to design and pilot (proof of concept) innovative, technology-enabled learning solutions that can enhance children’s knowledge, learning, and exposure to climate change and environmental issues. The assignment encourages the use of digital tools and experiential learning approaches such as immersive, interactive, or visualization-based technologies—while remaining open to diverse and creative solutions. The proposed intervention will be piloted in at least one selected school, with the potential for scaling up based on effectiveness and learning.
3. Objectives of the Consultancy
The overall objective of this consultancy is to design and pilot an innovative, technology-enabled learning solution as a proof of concept that strengthens school children’s awareness, engagement, and practical understanding of climate change and environmental issues through immersive, interactive, and child-friendly learning experiences.
4. Qualifications and Experience
The consultant/ firm must have:
- For organizations: Proven experience in developing digital, technology-enabled, or other innovative learning solutions for education in the fields of disaster preparedness and response, climate change, environmental education, or related areas.
- For individuals: A master’s degree in information technology, education technology, computer science, or a related field, with demonstrated experience in developing digital, technology-enabled, or innovative learning solutions in education in the fields of disaster preparedness and response, climate change, environmental education, or related areas.
- Demonstrated experience in designing and delivering learning, awareness, or capacity-building initiatives for children and youth.
- Experience in applying digital and frontier technologies to enhance learning experiences, engagement, and knowledge retention among children and young people.
- Strong understanding of participatory, child-centred, inclusive, and age-appropriate approaches.
- Experience working in Nepal or in similar social, educational, or development contexts will be highly preferred.
- Previous experience working with development agencies, NGOs, INGOs, or other relevant institutions in similar assignments will be an asset.
- The organization must have at least three years of work experience from the date of official registration.
- The consultant or firm must be a Nepali entity and must be registered with PAN/VAT.
The proposal should be written in the provided outlines below.
- Project Introduction (Max. 1 page): This section needs to demonstrate understanding of the ToR, how proposed activities and methodologies are linked with the project objective/results.
- Proposed Activities (Max. 2 Page): The proposed activities, including the processes and methods of implementation, should be clearly linked to the objectives and expected results. Note: Consultant/firms are encouraged to submit a maximum of two concepts; however, only one will be considered for evaluation and future intervention, if selected
- Gender and Diversity (1/2 Page): How this assignment includes participation of children, women and marginalized groups, youth, people with disability etc.
- Coordination and Collaboration (1 page): Explain how you coordinate and collaborate with the supporting agency and government authorities (at different level) and other stakeholders to achieve the results.
- Timeline (1 page):
- Provide a detailed timeline for the proposed activities, indicating key milestones, deliverables, and expected completion dates. The timeline should be realistic and aligned with the overall project objectives.
- Sustainability Aspect (1/2–1 page):
- Describe how the proposed interventions, activities, and results will be sustained beyond the project period. Include clear strategies for achieving sustainability in the short-term, mid-term, and long-term, ensuring lasting impact and continued benefits.
Proposals will be evaluated based on
- Understanding of the assignment and relevance of the proposed idea: Clear understanding of the ToR, alignment with the objectives, and innovation and relevance of the proposed solution
- Quality and feasibility of the proposed approach: Well-structured, practical, and innovative activities with clear methodology, feasibility, and potential for scaling
- Inclusion and collaboration approach: Meaningful inclusion of gender and marginalized groups, and strong coordination with Geruwa, Tdh, and other stakeholders
- Timeline and sustainability: Realistic work plan with clear milestones and strong strategies for long-term sustainability and impact
- Experience and cost-effectiveness: Relevant experience and qualifications of the firm and team, and value for money of the proposed budget

- Geruwa reserves the right to seek further details and documents from shortlisted service providers during proposal evaluation and negotiation process.
- Geruwa reserves the right to reject/ dismiss this procurement process without furnishing any reasons to applicants/potential service provider.
- Geruwa reserves the right to accept or reject any proposal and to cancel the consultancy if deemed necessary because of unforeseen circumstances.
