YARCN, Jajarkot is one of the leading NGOs of Karnali province of Nepal, Promoting Food Security and Sustainable Livelihood, Social Service Strengthening: Health, WASH (Water, Sanitation and Hygiene) and Education, Community Infrastructure Building, Governance Strengthening, Indigenous Knowledge Promotion, Disaster Response and Climate Change Adaptation, Conflict Resolution and Peace Building, Child Protection and Child Friendly Local Government, Youth Awareness and Mobilization, and Income Generation Program. Now we are focusing on building of temporary shelter, TLC and drinking water project, Livelihood programs and psychosocial support on different location of Jajarkot and West Rukum earthquake affected areas.

1. Background
1.1 About YARCN
Youth Awareness Raising Center Nepal (YARCN) is a non-profit, non-political, and community-based organization established in 2003 (2059 B.S.) and affiliated with the Social Welfare Council (Registration No. 14662). With its district office in Bheri Municipality-4, Jajarkot, YARCN has been a leading organization in Karnali Province, working across sectors including Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), emergency response, sustainable livelihoods, child protection, and community development.
YARCN has been actively engaged in earthquake response and early recovery in Jajarkot and West Rukum following the November 2023 earthquakes. The organization has a strong presence and trusted relationships with local governments, community structures, and stakeholders in the project areas.
1.2 About the LIFE Project
The Local Initiatives for Future Earthquake Preparedness and Disaster Risk Reduction (LIFE) Project is a three-year initiative implemented by YARCN in partnership with Caritas Nepal and with financial support from Caritas Germany. The project is being implemented in Bheri and Aathbiskot Municipality of Karnali Province.
1.3 Need for the Assignment
Under Result 3 of the project ;"Enhanced disaster management capacities of the local institutions lead to efficient disaster response and coordination" the LIFE Project supports Aathbiskot Municipality in developing a comprehensive Local Disaster and Climate Resilience Framework (LDCRF).
Nepal has introduced various national policies on disaster risk reduction (DRR) and climate change adaptation (CCA), allowing local governments to create their own plans. Existing tools like LAPA, LDRMP, and LDCRP have been widely adopted.
Recently, the NDRRMA approved the LDCRF Guidelines 2081, which combine these frameworks into a single document to simplify implementation and reduce costs. The LDCRF will guide Aathbiskot Municipality in integrating DRR and CCA into its planning, budgeting, and development processes, strengthening long-term resilience.
2. Objective of the Assignment
The overall objective of this assignment is to develop a comprehensive, participatory, and actionable Local Disaster and Climate Resilience Framework (LDCRF) for Aathbiskot Municipality, in strict adherence to the Government of Nepal's LDCRF Guidelines 2081 and aligned with the specific geological, social, and economic context of the municipality.

Interested consultants/firms are requested to submit the following documents:
1. Cover Letter expressing interest and understanding of the assignment.
2. Technical Proposal (max. 10 pages) detailing:
- Understanding of the ToR and the context
- Proposed methodology, tools, and approach
- Detailed work plan / Gantt chart with clear timelines
3. Team composition and CVs of all proposed personnel (CVs must be signed)
4. Examples of at least two similar completed assignments (with proof, such as completed LDCRF, LDCRP, or disaster management plans)
5. Financial Proposal: A separate sealed financial proposal (password-protected in case of email) in the provided format.
6. Legal Documents:
- Company/Firm Registration Certificate (if applicable)
- VAT/PAN Registration Certificate
- Tax Clearance Certificate or Tax Return Submission
