KOSHISH, established in 2008, is a non-governmental organization dedicated to promoting mental health and psychosocial well-being in Nepal. KOSHISH actively engages in community-based mental health programs, awareness campaigns, and advocacy efforts. Our overarching goal is to mainstream mental health within the broader health system and societal domains, such as social protection, education, inclusion, and employment.

The Admin & Finance Manager is responsible for the overall financial management of KOSHISH, including financial transactions, accounting, internal audit, budgeting, bookkeeping, financial reporting, and compliance with the Social Welfare Council of Nepal and other applicable regulations. The position oversees and leads the Admin & Finance Unit, including Administration, Finance and Procurement, ensuring effective internal controls, compliance, and efficient organizational operations. The position also contributes to the organization’s fundraising, financial sustainability, and strategic resource mobilization efforts and serves as a key advisor to management on financial and administrative matters.

MAJOR DUTIES & RESPONSIBILITIES

Financial Duties and Responsibilities:

  • Supervise, monitor and coordinate KOSHISH’s overall financial management and compliance.
  • Strengthen overall financial management at KOSHISH in collaboration with Programme and MEAL teams, ensuring that financial resources are properly planned, managed, and utilized efficiently and effectively.
  • Ensure timely and effective management of the overall finance system, including monthly salary processing, advances, bank reconciliations, statutory and project audits, and other financial activities. Oversee all related banking transactions.
  • Strengthen and oversee the use of online financial systems, including electronic payments and online vendor transactions, to improve efficiency, transparency, and internal control.
  • Coordinate with Internal Auditors in planning and conducting internal audits, including regular follow-up and field visits to project sites. Facilitate the preparation and implementation of corrective action plans for audit observations and ensure timely resolution of findings to strengthen internal controls and minimize recurring audit findings.
  • Prepare and coordinate the organization’s annual budgets and expenditure plans for both the calendar year and fiscal year, ensuring alignment with the organization’s financial forecasts, strategic priorities, and available resources.
  • Conduct regular reviews of accounting processes and records to ensure timely completion, accuracy, and compliance with established financial systems and procedures.
  • Ensure compliance of Policy/Guidelines and provide opinion on the issues regarding amendment of the Policy/Guidelines.
  • Ensure strict implementation of KOSHISH’s Anti-Corruption Policy and maintain a zero-tolerance approach to fraud, corruption, and financial misconduct.
  • Strengthen internal financial controls and regularly identify and address financial, operational, and compliance risks.
  • Ensure adequate segregation of duties, authorization, documentation, and accountability across financial and administrative processes.
  • Work towards the fund raising and sustainability strategy of KOSHISH.  
  • Monitor and update project specific variance status and issues related to finance to Executive Director on periodic basis.
  • Represent the unit to the management committee and apprise the status on a regular basis and take guidance from the committee 
  • Reviewing and monitoring of the project wise financial status based on the approved budget from the funding partners 
  • Regularly review the performance and compliance of Finance Focal Persons and develop project-specific action plans to address and prevent recurring findings identified in the previous three years of audit reports and donor compliance assessments, with cost-effective corrective measures.
  • Ensuring timely reporting to the funding agencies 
  • Ensure the timely audit (both project and statutory) and social welfare council renewal as per the requirement
  • Overall coordinate the unit and integrate the accounting, finance, admin and HR in sync with the organizational policies to smoothen the operation in KOSHISH
  • Train and support the team in upgrading the current practices to a standard level of operation
  • Mobilize the team efficiently in order to achieve the objective of the department.
  • Other duties as assigned by the Executive Director and the Management Committee.

Administrative Duties and Responsibilities:

  • Cooperate and work closely with various internal committees formed by the Management Committee or under the policies 
  • Develop and update organizational legal compliance documents in coordination with the Management committee for the authorization process of SWC, CDO, Tax Office, Municipality and other concerned agencies.
  • Apply the  common cost policy while booking the expenses under various projects
  • Process for contract agreement of parties and vendors in coordination with management committee.
  • Ensure the proper procurement process to purchase any service from the organization
  • Ensures the internal audit report and submit it to the Management Committee on the quarterly basis
  • Strengthen the system of book-keeping, inventory and fix assets of the organization, routinely monitor and update to the management committee.
  • Support in the monitoring framework of KOSHISH and conduct periodic monitoring visits to project areas including Safe House and provide feedback to management committee.
  • Other work as required by organization regarding efficient Admin management

Job Specification

  • Master’s degree in Finance, Accounting, Business Administration, Management, or a related field. Professional qualifications such as CA/ACCA will be an advantage.
  • Minimum 7 years of relevant experience in finance, administration, accounting, and compliance, preferably in an NGO/INGO.
  • At least 3 years of experience in a managerial or team leadership role.
  • Experience in donor-funded projects, audits, budgeting, and SWC compliance in Nepal.

Technical Knowledge and Skills

  • Strong knowledge of financial management, accounting, budgeting, auditing, internal controls, and donor compliance.
  • Good understanding of Nepalese financial, tax, labour, and NGO regulatory requirements.
  • Proficiency in accounting software, Microsoft Office, and financial reporting.

Leadership and Management

  • Ability to lead, supervise, and develop the Admin & Finance Unit, including Finance, Administration, Procurement.
  • Strong skills in team management, performance monitoring, planning, delegation, and capacity building.
