BASELINE EVALUATION OF GENERATION AMAZING PROGRAMME IN NEPAL
I. MERCY CORPS

Mercy Corps is focused on youth engagement by building the capacity of local organizations to work and promote opportunities for, youth. By strengthening and establishing local Youth clubs/groups, and linking school-based networks, our Programmes address community and youth needs by; facilitating quality of education, psycho-social support and skills building, particularly around school- and community-based DRR, financial literacy, leadership and social engagement.
Mercy Corps has been implementing several youth Programme which builds on Mercy Corps’ youth experience and broad-based development Programming in Nepal covering the sectors of DRR, Financial Inclusion, Education, Sports and Youth Leadership Development. Mercy Corps’ community-led operational model ensures communities, and particularly marginalised groups, as well as relevant organisations at local level are fully included in Programme development and implementation.
II. PROJECT IN BRIEF
In 2010, Qatar succeeded in its bid to host the 2022 FIFA World Cup. As part of this winning bid, the Supreme Committee launched the Generation Amazing Programme in partnership with Mercy Corps, to inspire a new generation of young people, encouraging them to harness the positive power of football to promote peaceful, healthy development in communities of Nepal. Having the successful implementation of Phase I, MC has received a second phase of GA Programme which has been implemented in partnership with Street Footballworld, Germany.
The Generation Amazing Programme will be implemented with three main elements: 1) the repair and maintenance of safe play spaces; 2) the commencement of long term community development Programming focused on youth development through using, innovative Football For Development Programme resource and MC youth engagement approach 3)the engagement of local youth for community development. This phase of Generation Amazing Programme has engaged around 6000 children including females in regular play based football focused activities in partner school and communities of Kailali, Makwanpur, Bhaktapur and Kaski.
Programme Goal:
Build a global movement of coaches and youth leaders who harness the power of football to support the positive, healthy development of individuals and communities.
Expected Outcomes:
Rehabilitated or maintained 8 football pitches and safe play spaces to encourage youth to engage in football and social, constructive activities
Development of a cadre of youth leaders who have the training and support they need to effect positive change in their communities through football for development, educational activities, and advocacy efforts.
Promotion of the use of football to support the development of peaceful, healthy communities by cultivating sustainable Programming for children and youth at the community level

III. PURPOSE OF THE EVALUATION
By the end of March 2019, Generation Amazing will complete the Programme implementation in Nepal. During this period, the Programme will repair and maintain 8 community pitches and introduced a football focused, Positive Child and Youth Development Programme in the communities of Kailali, Makwanpur, Bhaktapur and Kaski. In order to study the overall results of Generation Amazing phase II Programme and its impact over the lives of target beneficiaries, a project evaluation exercise will be conducted in different two phases in 4 districts. These Terms of References are designed to guide Mercy Corps in conducting this evaluation in a structured manner that truly captures the results of the Programme and analyzes progress against each outcome.
IV. SCOPE

Methodology and Determining the Sample Size against Each Indicator
Outcome 1: Coaches have improved knowledge of “Football for Development/F3” methodologies and are able to effectively deliver the Programme.
Indicator 1 - # and % of Coaches that effectively implement Football for Development
Indicator 2 - Perceptions of coaches of their ability to lead Football for Development activities
Outcome 2: Local youth, particularly female, are recipients of life skills development and are able to assume positions of leadership in their community.

Indicator 2 - Perceptions of youth, parents, coaches of the leadership capacity of youth.
Indicator 3 -Demonstrations of youth leadership skills
Outcome 3 - Increased access to play spaces so girls have equal and safe access to sport.

Indicator 2 - Perceptions of children and youth of a) availability of football play spaces and b) degree of safety of these spaces.
V. KEY STRATEGIES TO IMPLEMENT THE OBJECTIVES INCLUDE
An authentic evaluation report will be generated and disseminated widely to provide evidence
The evaluation report will be utilized as reference at different target audiences’ basic level against proposed project outcome levels
The report will be shared at different platforms for review and endorsement
VI. ROLES & RESPONSIBILITIES
Roles and Responsibilities Consultant:
- Consultant will be responsible for performing and completing the following tasks of the evaluation study:
- Data collection in the field
- Devising and Finalizing research methodology
- Data entry
- Data analysis against the findings of baseline and midterm and report writing
- Finalize the report after feedback
Report writing Roles and Responsibilities MEL Coordinator/Advisor:
- Review qualitative and quantitative data collection toolkit along with consultant
- Review of the report
Roles and Responsibilities GA Project Manager:
- Assistance with Data collection in the field
- Review and feedback on report

IX. QUALIFICATIONS
- An organization/individual with at least 5- 7 years of experience in the research and/or evaluation field
- Experience leading mixed-methods evaluations (i.e. both quantitative and qualitative techniques), preferably including experience with children
- Strong facilitation skills, particularly with regards to working with vulnerable groups
- Strong project management skills
- Demonstrated understanding and support of principles of equity and inclusion
- Fluent spoken and written English
X. PROPOSAL APPLICATION SUBMISSION
Interested Individuals and firms are requested to submit proposals including the following documents:
- Cover letter/expression of interest with technical proposal and financial proposal
- A complete profile of the organization/individual, highlighting previous experience in data collection
- CVs of any other key team members who will be the part of the Baseline Evaluation team
- Two writing samples, ideally reports the organization/individual has lead authorship on
- Project management plan and budget
- Copies of Company Registration Certificate, tax registration certificate and latest tax clearance certificate
