Background & Project Description: 

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India - helping to spur investments, and accelerate economic growth.  The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins. 

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal (MCA-N) entity. This position will assume a critical role in the success of MCA-N. 

Position Objective: 

The Substations Manager is responsible for achieving the delivery of the Substations Activity of the Electricity Transmission Project (ETP) through management of an integrated team of technical experts. The Manager will employ rigorous contract and project management techniques to ensure implementation of the Substations Activity on time and within budget while complying with all relevant policies and standards. 

Duties and Responsibilities:

Operations 

  • Lead the ETP Substations Activity team to implementing the Activity across all project requirements and ensure that these are aligned to the established strategies, frameworks, budgets and resources defined by the Compact 
  • Lead the Substations Activity team in securing and overseeing high-quality contractors by developing comprehensive scoping documents; preparing tender documents; conducting high-quality procurements; and implementing robust contract management procedures 
  • Guide ETP Substations Activity team to ensure the use of resources and the implementation of project activities are aligned to the overall project plan 
  • Provide MCA-N leadership with consistent progress updates and risk analysis to ensure timely and effective organizational action to advance the goals of the Substations Activity; and 

Planning 

  • Build the ETP Substations Activity team through recruitment, training and development, and performance management of staff to ensure a capacity to deliver the project’s objectives 
  • Ensure integration of all relevant technical requirements in implementing through Substations Activity through management of multidisciplinary team of experts including engineers and environmental, social, health & safety, and resettlement experts;  
  • Secure and integrate support from other MCA-N departments including procurement, fiscal management, monitoring & evaluation, and communications, to ensure timely and effective contracting, management, and monitoring processes for the Substations Activity 
  • Represent the ETP Substations Activity as an integrated component of the Country MCA-N program to project stakeholders (e.g., with national/local government counterparts, civil society, project beneficiaries, etc.) ensuring that collaborative relationships are built and maintained to facilitate the delivery of the program 

Monitoring & Evaluation 

  • Evaluate ETP Substations Activity components and activities as these are developed to ensure their relevance to the country context and ensure that these adapted to address requirements on the ground. Establish and implement framework to ensure successful management of the Activity   
  • Oversee development and application of critical project management tools to support the implementation of the Substations Activity including work plans for schedule control, Quality Assurance/Quality Control (QA/QC) and change management plans, risk management tools, contract administration tools, budget and contingency management tools, and others as required 

Requirements (Education, Experience, Technical Competencies): 

  • Bachelors’ Degree (Required), and Master’s Degree preferred from a recognized institution in the following or equivalent fields:  Electrical Engineering, Electrical Power Engineering, Electronics Engineering, Civil Engineering, and Mechanical Engineering 
  • Formal training in Project Management preferred (e.g., certified Project Management Professional) 
  • Ten (10) years of experience preferred (accumulated after acquisition of Bachelor’s Degree) in implementing similar projects in Nepal or similar environments (especially South Asia), with responsibilities including all phases of procurement (e.g., preparation of terms of reference, evaluation, award, etc.), contractor management, contract and budget management, and broad stakeholder engagement requirements;  preference will be given to prior experience in substations of at least 132 KV in capacity 
  • Multilateral donor funded projects in the directly relevant sectors will be preferred; completed projects references will be given additional advantage  
  • Ten (10) years of experience preferred (accumulated after acquisition of Bachelor’s Degree) managing teams, especially in a project-based or matrixed organization such as a consulting firm, with demonstrated ability to ensure integration of multiple work streams to achieve project goals 
  • Technical background in energy infrastructure, environmental management, resettlement and land acquisition, or other topical areas is preferred 
  • Strong computer skills in email, word processing, spreadsheets, and the Internet. Experience and familiarity with MS Project, Primavera or other project management software and with Management Information Systems is preferred; and 
  • Fluency in Nepali and English
