Vacancy Announcement for Program Officer
We are a Lalitpur based not-for-profit organization working in Nepal since 1989 with a mission to transform the lives of orphaned and abandoned children. We are seeking a qualified and motivated Nepali national for the position of Program Officer at our head office to enable children in our program to become engaging productive members of our society.

Reporting Authority
The Program Officer reports to the Chief Executive(CE) and coordinates with all key stakeholders as described in the Job description.
Job Summary
Incumbent will be responsible for:
- ensuring effective implementation of activities and tasks assigned to attain organizational and program goals and objectives
- program development and work-plan performance: planning, budgeting, implementation, monitoring, and reporting
Main tasks & responsibilities
1. Program Implementation
a.Planning
- With guidance from CE, initiate planning (Operational Planning, Budgeting)
- Participate in developing proposals and reports
- Assist CE to develop workplan with partners if necessary
b.Implementation
- Coordinate with the team and partner to conduct capacity building trainings
- Support CE in all aspects of the program implementation and development as requested
- Responsible for supporting the program’s advocacy plan
- Establish monitoring and evaluation systems including indicators
- Actively assist and participate in program events (meetings/workshops/trainings)
- Undertake other program administration tasks as and when necessary
- Ensure transparency, ethical conduct and efficiency in program implementation
c.Reporting
- Report on program activities and expenditure as requested by CE and according to program timeframes
- Prepare monthly, quarterly and annual reports
- Report to CE any of changes which impact to the program implementation
d.Monitoring and Evaluation
- Monitor and supervise activities to ensure effective implementation
- Supervise and record activities expenditure against budget
- Manage database and other M&E tools
- Implement M & E plan in a professional manner
- Visit sites of activitieson a regular basis
- Participate in program review
2. Technical Inputs
- Provide support to program team and partners when necessary
- Identify training needs of staff and beneficiaries
- Compile /document lessons learnt
- Participate to design research/study, collect and analyze data
- Translate document / research findings together with team members, partners and consultants
- Prepare and facilitate together with program team, consultants and partners to plan, design and conduct workshops and trainings
- Facilitate and support partners, consultants and program team to develop program models and guidelines
3. Communication Management
a. Internal Communications
- Prepare and participate in periodical meetings
- Maintain and update database (key stakeholders, gov’t authorities, partners, etc.)
- Coordinate with program staff to document progress / achievements
b.External Communications
- Assist CE and others in special events
- Support production of communications tools: website, newsletters, videos, leaflets, press releases / media kit, database
- Support during visits of partners, gov’t authorities, and other guests
- Establish relationship and attends meetings with other NGOs and networks
- Identify opportunities to collaborate with other organizations and leverage resources
4. General Management
- Participate in developing long-range strategic goals and strategies consistent with the mission and capabilities of the organization
- Develop short-range goals
- Report regularly to CE on program management matters
- Implement program operating procedures together with program team members
- Ensure compliance with organizational policies and procedures
5. Financial Management
- Monitor expenditure based on a clear program plan
- Apply all required financial regulations (gov’t, organizational, partner standards, etc.)
- Support program partners to develop budget in a participatory and transparent manner
- Support finance section in payment procedures (verification, follow up)
- Participate in the controlling of the appropriateness and compliance of program operations, narrative workplan, and budgets
- Assist the CE to develop quarterly/annually financial plan
Selection Criteria and Qualifications
- Intermediate/ Bachelor degree in Social Work / Social development / related field
- At least 3 years’ experience in development program, preferably with vulnerable children
- Monitoring and evaluation skills desirable
- Excellent organizational, analytical and problem-solving skills, and attention to details
- Demonstrated capacity to effectively communicate via writing, public speaking and interpersonal skills
- Demonstrated ability to effectively interact with community organizations, government officials, corporate executives, general public and staff
- A spirit of achieving excellence and team work
- Demonstration of honesty, transparency, accountability
- Demonstration of ethical and critical way of thinking
- Excellent English and Nepali skills, especially in report and proposal writing
- Proficient in MS Word,Exceland Power point
