Community Development Forum, Nepal established in 2005 is registered in District Administration Office, Dolakha and affiliated with Social Welfare Council with motive to support on social development. It is autonomous, non-profit making, politically nonpartisan and non-government organization.  It encourages community participation for protection; management and utilization of environment and natural resources by assuming sustainable development for basic need on self-dependence of rural people.  It is focused tocontribution on holistic development of country with enhanced awareness among people through agriculture, forest, environment, education, health, women empowerment, human resource development, social welfare activities.

Reports to: Project Coordinator (PC)

Matrix Reporting to: WAN PMEL Unit

Location: Based in District Office and frequently visit to Program Area

Job Summary:

The M&E Officer carries out tasks in accordance with the system and policies of CDF-Nepal and donor agencies. She/He shall follow the guidance of the Project Coordinator and closely work with project team to fulfill the responsibilities.

  • Work prioritization, the ability of multitasking and willingness to go the extra mile to accomplish what the job demands is a must. 
  • Ability to maintain a high level of accuracy and confidentiality concerning Project document, Data Management. 
  • Good planning and coordination skills to ensure a wide variety of activities, often with an urgent nature, to be carried out in an efficient and economic manner. 

Key Responsibility

  • Reporting to the PC/Program Management Unit, the M&E Officer will be primarily responsible for M and E initiatives including tracking the progress of activities, strengthening project quality and accountability, promoting learning and reporting of WASH program based on GESI perspective.
  • Participate in processes of review and/or development of M & E systems and tools.
  • Collect quantitative and qualitative project data/information on output/results indicators as defined in the project agreements and manage them with relevant supporting document in coordination with Project Team.
  • Develop a monitoring plan for the project and engage in monitoring including spot checks and process monitoring to track results (output, outcomes).
  • Record and report findings of monitoring and share it with PC and other relevant members/units and support to/ develop action plan to address issues and challenges.
  • Provide feedback to project management and track necessary changes in strategies, approaches, and activities by the respective program sectors.
  • Ensure timely documentation, publication and sharing of lessons learned and successful approaches adopted by the project with various stakeholders.
  • Contribute to M&E plan/strategy development.
  • Capacity building of project saff on Monitoring and Evaluation as well as Accountability.
  • Contribute to improve accountability towards stakeholders and communities by maintaining database of the received complaints/feedbacks and the response made. 
  • Ensure that the complaint and feedback mechanisms (CFAM) established are increasingly being known   by the stakeholders and communities in coordination of the program team.
  • Support to maintain inventory of the project as guided by WAN
  • Support and participate in surveys and evaluations
  • Capturing the best practices from the field including photo stories, success stories  etc and documenting them.
  • M&E Officer reports to PC on all issues related to personnel management & general management. However, S/he will also report and work according to responsibilities assigned by WAN team for progress. Specifically, M&E Officer will
  • Overall Monitoring, Evaluation Reporting as well as Accountability Management. 
  • Assist PC/ for preparation of Monthly, quarterly and Annual report of project
  • Communicating and reporting to WAN as per requirement and meet compliances.

Professional skills and qualifications needed in the position

  • Bachelor’s degree in statistics, demographics, public policy, international development, economics, or related field 2 years of experience of working in similar position.
  • Tactfulness and excellent interpersonal skills 
  • Good communication skills both in English and Nepali
  • Ability and willingness to work as a team and to work under pressure and in remote/difficult circumstances
  • Reporting Documentation skills and computer skills mostly focused on Ms Excel. 
  • Ability to design M&E tools as per requirement (Monitoring visit checklist and others)
