Legal and Regulatory Environment Assessment of Private Health Sector

USAID’s Strengthening Systems for Better Health Activity is a five-year (January 2018 to January 2023) program designed to support the government of Nepal in their efforts to improve health outcomes, particularly for the country’s most marginalized and disadvantaged groups. The project aims to improve access to and utilization of quality maternal, child, and reproductive health services, with special focus on newborn care.

The purpose of the assessment is to identify the health services with focus on maternal, newborn, child health and family planning (MNCH/FP) services-related gaps and issues with special focus on access to service and service utilization and reasons for the gap between a vision for private sector engagement and integration and the reality of a private health sector that continues to operate largely in isolation, at varying levels of competence and quality and government interaction more focused on taxation, price controls and regulation than constructive engagement.

We are looking for a qualified individual, who will conducted the assessment based on the scope of work.

Number of Individuals Required: One

Time frame: Up to 30 days between May 1st, 2019 to June 14, 2019

Qualifications, Competencies and Skills Required for the Assessment: The individual, to carry out this assignment must have the following qualification and experiences:

  1. Should have an advanced university degree in law, public health, public policy, governance or related fields.
  2. Should have eight years or more experience with at least five years in similar activities related to policy analysis, advocacy, legislation on public health and social development.
  3. Should be fluent in English and Nepali both oral and written.
  4. Proven track record of policy and program review.
  5. Proven track record of conducting in-depth interviews and group discussions.
  6. Proven track record of meeting deadlines, and producing/submitting quality report.
