POSITION ANNOUNCEMENT

HAMRO SAMMAN PROJECT

POSITION TITLE: Grants Assistant (national position)

LOCATION: Kathmandu, Nepal, with travel to districts as required

REPORTS TO: Grants and Contracts Coordinator

CONTRACT LENGTH: 12 months

BACKGROUND:

Nepal is a source, transit, and destination country for human trafficking for sexual exploitation, forced labor, and organ removal. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed.1 USAID’s Hamro Samman Project is a five-year program generously supported by the American people and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.

POSITION SUMMARY:

The Grants Assistant will provide support to the Grants and Contracts Coordinator in the administration of grants. S/he will support the monitoring of award-related work flows, the development and implementation of systems; and the capacity development of grantees to comply with award terms and conditions, as well as applicable regulations and Winrock International’s policy.

ESSENTIAL REPONSIBILITIES:

  • Support Grants and Contracts Coordinator in developing, reviewing, and editing TORs for grant opportunities
  • Publicize grant opportunities, and support the proposal review process
  • Support Grants and Contracts Coordinator to coordinate capacity building and provide mentorship to local organizations as identified
  • Support Grants and Contracts Coordinator to develop, analyze, review and negotiate contract documents for subawards and grants
  • Support the Grants and Contracts Coordinator to review sub-award modifications, notify senior management of problems and risks, and support researching issues concerning contractual issues
  • Visit grantees’ offices and project activities regularly to assess compliance and provide capacity building support
  • Review all financial reports and documentation provided by Grantees for compliance with USAID rules and regulations and the requirements of the grant agreement
  • Support program staff on compliance and capacity development issues
  • Maintain high ethical standards of integrity;
  • Respect confidentiality and represent Winrock International professionally at all times

QUALIFICATIONS:

Education: Bachelor’s degree in Business Administration, Finance, or related field or equivalent, relevant work experience.

Technical: A minimum of two years’ relevant experience. with grants management under USAID or other international projects.

Experience:

  • Grants management experience
  • Experience managing USAID grants highly preferred
  • Experience with an international NGO or organization highly preferred
  • Experience supporting international projects to the highest ethical standards
  • Demonstrated administrative skills in supporting the management of complex, multi-activity programming

Skills/Knowledge:

  • Strong workflow management skills; flexibility; good interpersonal and organizational skills for coordinating a variety of tasks simultaneously; attention to detail; team player
  • Sound knowledge of donor contracts, financial and accounting regulations and procedures
  • Excellent knowledge of oral and written English
  • Knowledge of and adherence to USAID and Winrock International’s code of ethics, and specifically child safeguarding and trafficking in persons provisions covered in the project agreement.
  • Excellent attention to detail required
  • Ability to work and deliver results on time, in a fast-paced environment
  • Professionalism and willingness and interest in learning
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft)
