Interactive Digital Household Survey Platform

1.      Introduction

Koshi victims Society (KVS) is a non-governmental, non-profit making social organization established in May 2003. It is registered with District Administration Office, Saptari and is affiliated with Social Welfare Council (SWC). KVS is involved in various Disaster Risk Reduction (DRR) activities and extensively during the major emergency response in Saptari District and in other Districts in Province 2 and 1of eastern belt such as Morang, Sunsari, Siraha and Udayapur. It has worked in partnership with the government, UN Agencies and International NGOs. Among others KVS has continued working partnership with UNDP, WFP, ICIMOD, DanChurhAid, Lutheran World Relief, Lutheran World Federation, Oxfam etc.

This Terms of Reference (ToR) is developed to solicit technical support service from qualified organization to develop Interactive digital platform for storage and user-friendly information retrieval of household survey. The agency should have with expertise on development of online and offline digital platform, GIS, open street maps, undertaking household survey and strong background on disaster risk reduction and emergency response. The system will be tested in Saptari District.

2.      Objective of the Assignment

The Objective of the assignment is to provide technical support for development of Interactive digital platform for storage and user-friendly information retrieval of household survey.

3.      Scope of Work

The scope of work for this assignment shall include but not necessarily limited to the following:

  • Develop interactive digital platform for storage and user-friendly information retrieval of household survey that is prepared with consideration of risk, hazard and exposure
  • Support for undertaking household survey through using mobile technology
  • Undertake capacity building of local government and local partners on the key deliverables of the project

4.        Methodology

The assignment shall carry out following methodologies but not limiting to; (i) desk review (ii) consultations with project partners, municipal authorities, other relevant stakeholders (iii) digital platform development (iv) training and workshop. The proposal shall clearly indicate the digital technologies that consultant will be using for the assignment. This product will be linked with the Digital Risk profile in the same location on selected wards in one of the flood prone palika in Saptari district.

6. Workplan and Budget

The total period to carry out the assignment is allocated for two months starting from October 2019 to end of November 2019.  

7. Lines of Communication 

The consultant will coordinate and report to the Executive Director.

8. Evaluation Criteria

After evaluation of the proposals by the Procurement Committee, KVS will award to the applicant whose proposal is of the best value, considering both technical and cost factors.

9. Financial Proposal 

The Terms of Reference (ToR) has not indicated number of working days required for each deliverable. It is expected in the submitted application considering the value for money but not compromising with the quality of the deliverables. The financial proposal should mention list of activities within each expected deliverable. KVS will support only the transportation and accommodation cost outside of Kathmandu valley on actual bills. 

10. Required Experience

The service provider should have following prior experiences; 

  • Open Street Mapping of local units along with trainings
  • GIS software and database handling
  • Use of aerial data and satellite images for VCA and base maps preparation
  • Development of web platforms particularly related to Disaster preparedness, response or awareness messaging
  • Participatory community mapping projects at least 3 locations 

11. Qualification

The service Provider must demonstrate the following minimum requirements:

  • Good team with knowledge on above required experience
  • Minimum 3 years of relevant professional experience preferably in DRR and management 
  • Knowledgeable about innovation technologies, concepts and approaches
  • Strong knowledge of the development challenges at local level relevant to the assignment
  • Ability and experience to build and maintain positive relationships with key stakeholders including Government entities and project partners. 
  • Good facilitation skill for conducting training and workshops
  • Maturity in a time-sensitive environment, and meet deadlines with strong attention to details; and
  • Excellent English and Nepali presentation, writing, communication and networking skills.
  • Example of at least one similar completed assignments and outputs shall be shared during the discussion meeting
