Job Summary

Under the overall guidance of the Executive Director and direct supervision of the Project Coordinator for the PURNIMA Program, the Governance and Public Health Officer shall shoulder the overall responsibility of the smooth operation of sustainability-focused activities to ensure functionality and sustainability of Water Supply Schemes&take lead on accessing the sanitation and hygiene knowledge, attitude and practice of beneficiaries at scheme level works in the TMUC project working Gaupalikas. She/He shall also be partially supervised and assigned task by OXFAM Team Lead/Technical Coordinator based in Gorkha District.

The Governance and Public Health Officer carries out tasks in accordance with the project document, the policies, and systems of TMUC and donor agencies. She/ He should follow the guidance of the WASH Program, Project Coordinator, and closely work with other relevant departments as necessary to fulfill the responsibilities and efficient implementation of the WASH program.

  • The post will work with relevant stakeholders in the region.
  • Governance and Public Health Officer collaborate with a number of other agencies, including local authorities and international aid workers. They may also work with engineering colleagues during the implementation of water and sanitation programs

Key responsibilities:

  • Support WUCs to understand and implement step by step process of water supply system sustainability-focused activities to ensure functionality and sustainability of WSS. 
  • Work closely with Project Coordinator and Project Engineer to develop the functionality and sustainability framework of community-based water supply systems.
  • Identify the improvement area on construction quality, training delivery, and requirement and other relevant of the ongoing schemes which have its impact on functionality and sustainability of the schemes and recommend corrective measures to the project coordinator & project engineers for implementation.
  • Work closely with the office & field team to prepare the action plan on capacitated the user committee and other relevant stakeholders- related to functionality, sustainability, and governance of/in the systems.
  • Support user committee on developing the business plan of the operation and maintenance fund collected at the scheme
  • Take lead on sustainability survey, plan and facilitate training for the village maintenance worker, tariff setting, and collections.  
  • Take lead on accessing the sanitation and hygiene knowledge, attitude, and practice of beneficiaries at scheme level
  • Take lead, working with the Project coordinator, on developing the sanitation and hygiene activities implementation plan and budget.
  • Facilitate coordination between the project teams to ensure the sanitation and hygiene activities are well embedded with the construction activities carried at the field.
  • Governance and Public Health Officer may train Volunteers/FCHVs and local hygiene promotion staff and supervise their activities.
  • Assist to field level public health promoter/FCHV for conduction the defined related activities at scheme level.
  • Review the effectiveness of the activities and provide qualitative and quantitative reports (including data collects, minutes from meetings, and key achievements for the week) to report progress against milestones. 
  • Identify, train, and mobilize WASH committees and community health volunteers and enable them to effectively undertake the hygiene promotion outreach and mobilization activities in the community. 
  • Intensive field monitoring to review the status and analyze the capacity and needs of the User Committee, local government, and other relevant groups. 
  • Ensure the implementation of hygiene promotion interventions for specific target groups e.g. school children, women, and men groups. Report the needs of vulnerable groups and work accordingly with the technical team and district coordinator to address their specific needs. 
  • Assist in the basic financial, admin, and logistics tasks (purchasing, etc) at the base level as directed by the Project coordinator (PC) and in coordination with the finance and logistics officer. 
  • Ensure the bi-weekly action plan of the PHP-Assistant and regular follow up the plan.
  • Attend Gaunpalika level WASH-CC meetings and meet local government to put forward the plan of functionality, sustainability, and assets management of water supply schemes.
  • Maintain robust internal (Oxfam and with Partner) coordination and collaboration mechanism for effective implementation of public health activities and corrective measures to enhance functionality and sustainability parameters of water supply schemes.
  • Coordinate with MM field team and ensure to incorporate their feedback related to the sustainability of the scheme and sanitation, hygiene activities.
  • Intensive field monitoring visit to the water supply scheme sites/community–ongoing and all  completed reviewing the status and analysis of the capacity and need of the service providers (User committee, local government, and other relevant)
  • Monitoring and supervision of the public health promotion activities, ongoing and completed schemes.
  • Plan for necessary refresher orientation/training to revive good practice among beneficiaries as when required.

Communication and Reporting lines

Governance & PHP Officer reports to PC on all issues related to personnel management & general management. However, s/he will also report and work according to responsibilities assigned by Oxfam’s Technical coordinator Governance and Public Health for project progress. Specifically, Public Health Promotion Officer will be;

  • Provided programmatic and technical support to the PC on all issues related to the programmatic and thematic content of the project. PC will be the Line Manager.
  • Provided technical support to PC on all issues related to reporting, liaising, and communication.

Professional skills and qualifications needed in the position

  • Bachelor's degree in Public health/Civil Engineering/Project Management/Governance Water resource management with at least 1 year of work experience with practical delivery of sustainable WASH project, Water governance, WASH-related capacity development.
  • Good communication skills both in English and Nepali
  • Practical experience in rural water supply, sanitation, and hygiene promotion together with the implementation of projects with community participation and volunteer support.
  • Previous experience in community-based work with NGOs and/or international organizations in the fields of participatory approaches and tools, field assessment tools and their analysis, monitoring, public health, and/or community Wash projects. 
  • Basic knowledge of computers, Good planning, reporting, and organization skills would be an asset. 
  • The committee with an extended capacity to resolve issues through coordination and advocacy. 
  • Ability and willingness to work in a team and to work under pressure and in remote/difficult circumstances.
