1. Background
The Federation of Women with Disability Nepal (FWDN) is a national umbrella organization led by women with disabilities working to promote the rights, dignity, equality, participation, leadership and empowerment of women and girls with disabilities in Nepal.
FWDN works to strengthen the meaningful participation of women and persons with disabilities in decision-making processes and to promote inclusive policies, programs and practices at federal, provincial and local levels. FWDN advocates for the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) and relevant national laws and policies, with particular attention to gender equality, political participation, accessibility, representation and social inclusion.
FWDN is seeking a qualified, motivated and committed Gender Equality, Disability and Social Inclusion (GEDSI) Officer to support its work on disability participation and representation, political rights, gender equality and inclusive governance.
2. Overview of the Project
Federation of Women with Disability Nepal (FWDN), in partnership with CBM Global Disability Inclusion and CBM Ireland, and the National Federation of the Disabled Nepal (NFDN), is implementing the EU-funded SAMAVESH (Supporting Active Measures Advancing Voices, Equality, Solidarity and Harmony) Project to promote meaningful political participation, representation, and leadership of persons with disabilities, particularly women, youth, and people from Underrepresented group and Indigenous communities.
The project strengthens the capacity, knowledge, skills, and confidence of persons with disabilities and civil society organizations on political and electoral processes, while generating evidence, strengthening OPD leadership, and promoting disability-inclusive and accessible political systems.
Through advocacy, capacity building, mentorship, community engagement, media, and policy dialogue, the project seeks to create an enabling environment for persons with disabilities to exercise their political rights and participate as voters, candidates, leaders, and decision-makers.
3. Purpose of the Position
The GEDSI Officer will provide technical and programmatic support to ensure the meaningful and effective participation and representation of persons with disabilities, particularly those from the underrepresented groups in political and civic processes throughout the project.
The position will support advocacy, manage the day-to-day activities of the project & coordinate with different concerned stakeholders as well capacity building, research, policy engagement, stakeholder coordination, collaboration and monitoring to promote inclusive political participation, leadership and representation of persons with disabilities at federal, provincial and local levels.
The officer will also ensure that gender equality, disability inclusion, accessibility and intersectionality are mainstreamed across FWDN's programs and advocacy initiatives. Particularly focus on strengthening the meaningful participation, leadership, representation and decision-making of women and persons with disabilities in political and civic processes.
4. Key Responsibilities
- Lead the daily project activities including the monitoring of the activities
- Identify gender, disability, and social inclusion barriers and recommend practical strategies to address them.
- Ensure project activities, materials, and communications are gender-responsive, disability-inclusive, and accessible.
- Promote an intersectional approach considering gender, disability, age, caste, ethnicity, socioeconomic status, and other forms of exclusion.
- Ensure accessibility and reasonable accommodation in meetings, consultations, trainings, and other project activities.
- Promote political participation and leadership of women and persons with disabilities through targeted project activities.
- Facilitate capacity-building activities on political rights, electoral processes, leadership, advocacy, and civic engagement.
- Engage with political parties, elected representatives, government agencies, Election Commission, and other stakeholders to promote inclusive political participation.
- Monitor relevant laws, policies, and government programs related to disability rights, gender equality, political participation, and social inclusion.
- Support policy advocacy and engagement through policy briefs, position papers, recommendations, campaigns, and other advocacy materials.
- Contribute to advocacy for implementation of the CRPD and relevant national disability, gender equality, and inclusion laws and policies.
- Develop and facilitate training and orientation programs on disability rights, gender equality, political participation, leadership, inclusive elections, accessibility, and reasonable accommodation.
- Support GEDSI-sensitive monitoring and data collection, including disability-, gender-, age-, and other relevant disaggregated data.
- Document good practices, success stories, challenges, lessons learned, and project results, and prepare timely reports, case studies, briefing papers, and knowledge products.
- Coordinate and network with OPDs, government agencies, civil society organizations, political actors, development partners, and other stakeholders, while promoting safeguarding, accountability, inclusion, and to provide technical & advisory supports to other consortium partners to integrate GEDSI principles.

5. Required Qualifications and Experience
The candidate should have:
- A Bachelor degree in Social Sciences, Gender Studies, Development Studies, Law, Political Science, Human Rights, Disability Studies or a related field.
- At least 3 years of relevant professional experience in gender equality, disability inclusion, human rights, political participation, advocacy, governance, social inclusion or related areas.
- Demonstrated understanding of disability rights, gender equality and social inclusion.
- Knowledge of international Convention on the Rights of Persons with Disabilities (CRPD), others relevant convention, disabilities and political relevant national laws and policies of Nepal.
- Understanding political participation, representation, leadership and democratic processes.
- Experience working with OPDs, women with disabilities, civil society organizations, government agencies or development partners will be highly desirable.
- Good skills in report writing, documentation, communication and facilitation.
- Good computer skills, including MS Word, Excel, PowerPoint, email, social media and others online communication platforms.
- Strong interpersonal, coordination and networking skills.
- Experience in training facilitation, workshop, advocacy and stakeholder coordination.
- Good command of written and spoken Nepali and English.
- Knowledge of inclusive elections and accessibility.
- Knowledge of reasonable accommodation and accessibility standards.
- Experienced working with government institutions, political parties, elected representatives or parliamentarians.
- Lived experience of disability and/or strong demonstrated engagement with the disability rights movement will be considered an asset.
