Position: Field Program officer 

Responsible to: Field Program Coordinator

Duty Station/Location: Nepalgunj Region

Contract duration: One year with the possibility of extension as per the funding availability

Purpose of Position:

The Agriculture Field Officer will assist the Field Program Coordinator in Agriculture and IPM related activities within the FTF districts under the FTFNIPM Project with the overall responsibility of implementing and assisting the field level program, providing strategic direction and technical backstopping to the  FTF Implementing projects and Rural/Municipality level Technical staffs, Community farmers at the district level, ensuring progress in line with the project Workplan and targets and achieving expected outcomes and outputs of the FTFNIPM Project. The purpose of the job is to ensure efficient and effective management of agriculture-related aspects of FTFNIPM at the district level in line with FTF ZOI. The position requires a result-oriented, motivated, and talented professional who demonstrates integrity, leadership quality, managerial competence, and the ability to work with multi-disciplinary teams.  More specifically, the position requires the following competencies:

Major Tasks and Responsibilities:

  • Lead/ensure that the program activities are being effectively implemented at the district level as per the project's detailed implementation plan.
  • Lead to create an enabling environment in the district for smooth and effective delivery of the project.
  • Lead for result-based planning, activity implementation, and monitoring of the district-level activities. 
  • Support in capacity building of leader farmers in agriculture and IPM.
  • Demonstrate good agricultural practices in the field and guide farmers in adopting the demonstrated technologies.
  • Overall field-level planning and budgeting of project activities to be implemented in the districts mainly in agriculture and IPM components of the FTF Nepal IPM project;
  • Facilitate and support the district/field team for the implementation of agriculture-related activities as planned in the annual work plan in close coordination with the Field Coordinator other concerned components of the program;
  • Develop and strengthen good linkages and coordination with the other USAID’s Implementing project team, other organizations, government line agencies, related stakeholders, and service providers in the working areas for implementation of project activities;
  • Facilitate to development of the capacity of projects and other USAID IPs staff, on Rice Maize Lentil, and Vegetable Crops IPM Packages and Approaches, etc. Providing technical inputs on agricultural technologies, Crop IPM packages, etc to farmers and Implementing projects team.
  • Technical backstopping to project staff in effective implementation and coordination of project activities;
  • Undertake the project activities in close coordination with the local, Provincial, and Rural Municipality level staff of the concerned projects. Follow the organization's administrative norms and regulations; M&E reporting and documentation requirements, and donor guidelines.
  • District-level Data Collection, Analysis, and interpretations of the results from the Crops IPM demonstrations trials and other field level activities.
  • Present district-level Stakeholders in coordinating with respective line agencies related to the program at the district level for endorsement.
  • Coordinate with local government, line agencies, civil society, and others as appropriate for effective delivery of the program, synergy creation, and leveraging further funds for the project. 
  • Lead to develop action plans and strategies considering the conflict-sensitive environment
  • Ensure the capacity enhancement of pocket level Technical/Vocational Institutions, students, and last-mile supply chain actors. Agro Input suppliers MPC, Collection Centers, Farmer organizations) and service providers for effective implementation of the project.
  • Represent project proactively in different fora (meetings, Farmer's field day, sharing events, etc) as necessary.
  • Promote the donor branding as per the donor requirement.
  • Coordination with the private sector (Agro vets, Cooperative) for the demonstration cum validation of Rice, Maize, lentils, and Vegetables in the farmer's field and collection of data for the preparation of the report.
  • Coordinate and assist the private sector for the supply of IPM tools, Bio pesticides and others input as per demand/need of farmers

Knowledge and expertise

  • A clear understanding of  issues particularly on Plant Protection, livelihoods, and market and Entrepreneurs development approaches 
  • Able to identify priorities and focus on important activities
  • Experience in managing projects and services delivery
  • Proven ability to plan, organize and achieve results on time

Required qualification and experience:

  • Bachelor's degree in Agriculture (Preference will be given to Plant Protection) with at least 1 year of working experience in a related field or higher degree in agriculture and related field.
  • Experience in delivery of field-level extension activities, developing content and organizing training and delivery, and training received in agriculture-related subjects.
  • Good spoken and written skills in both English and Nepali and possess good skills in data analysis and report writing.
  • Good interpersonal skills and the ability to work effectively with a range of institutions.
  • Good computer skills and Driver’s license (Two wheeler’s license is a must)
